How New Jersey's rebates are organized
Three electric utilities cover most of the state, and each runs its own rebate programs: PSE&G in the north and center, JCP&L across the center and shore, and Atlantic City Electric in the south. The big heat pump rebates are the same idea at each. They pay up to $10,000 when a cold climate heat pump replaces a gas, oil or propane heating system, with more for moderate incomes. The details, deadlines and rules differ, so the first step is to read the name on your electric bill.
The state's Clean Energy Program adds things the utilities do not: free upgrades through Comfort Partners, up to $4,000 toward an electric car through Charge Up New Jersey, and credits for solar owners.
What is not available
The federal 25C and 25D tax credits for heat pumps, insulation, solar and batteries ended for spending after December 31, 2025. The federal-funded state home rebates (called HOMES and HEAR) show up on a state page as a design only, and we found no launch date or amounts, so we do not list them as open. The state has also proposed a home battery program, but it has no amounts yet. New Jersey has no cash rebate for solar panels. It pays credits on the power they make instead.
Who can use these rebates
Most heating rebates require that you own the home where the work is done, and several are limited to single-family homes or buildings of up to four homes. That matters in a state where many people rent. Renters can still use appliance rebates, free assessments and income-based weatherization, and can show the building owner the heat pump pages. Our city guides show how housing differs: Toms River is 82% owner-occupied, while Newark, Jersey City and Atlantic City are all more than 69% renters, according to the Census Bureau's American Community Survey for 2020 to 2024.
Paying for it
PSE&G offers interest-free repayment on your bill of up to $25,000 for a heating and cooling project, $50,000 for a stand-alone electrification project and $75,000 for both together. JCP&L and Atlantic City Electric point to 0% financing through partner sites. Always read the loan terms before you borrow. Most rebates come off the contractor's invoice or arrive as a check, so you may need to cover the gap until you are paid.
What we have not checked
Gas companies, including Elizabethtown Gas, New Jersey Natural Gas and South Jersey Gas, run their own rebates. We did not read their tables and list no amounts. We also have not ranked New Jersey installers yet, so ask each company for references and at least two written quotes.

Common questions
Read the questions and answers
Is there a heat pump rebate in New Jersey?
Yes, from your electric utility. PSE&G, JCP&L and Atlantic City Electric each pay up to $10,000 when a cold climate heat pump replaces gas, oil or propane heat, and smaller amounts for a standard heat pump.
Which utility serves my home?
Look at the top of your electric bill. PSE&G lists Newark and Jersey City on its service territory. JCP&L serves Toms River, and Atlantic City Electric serves southern New Jersey. Part of Ocean County is served by Atlantic City Electric.
Is there a New Jersey solar rebate?
No cash rebate. The state pays $77 per megawatt-hour of solar power made for new registrations from July 27, 2026, plus net metering and a property tax exemption.
Are the federal tax credits still open?
No. The 25C and 25D credits ended for spending after December 31, 2025.
Can renters get a rebate?
Not for heat pumps on their own, since those programs ask for the owner. Renters can use appliance rebates, free assessments and income-based weatherization.
Is there help for lower incomes?
Yes. Comfort Partners is free at or below 250% of the federal poverty level, and PSE&G and JCP&L run free weatherization for moderate incomes.
