A newer, denser city
The Census Bureau's American Community Survey (2020 to 2024) counts 135,231 homes in Jersey City, 125,223 of them someone's usual home. About 29.8% were built in 2000 or later, the highest share of our four New Jersey cities, and only 55.9% were built before 1980. Detached houses are just 7.3% of the total and attached houses 7.1%. Buildings with two to four homes are 31.5%. The rest, a little over half, are in larger buildings or other housing types.
Renters and building owners
Renters live in 72.1% of Jersey City homes and owners in 27.9%. PSE&G's heat pump program asks for the owner of the house, and its decarbonization rules cover single-family and attached homes of one to four units. If you own a three-family house, you are covered. If you own a condo unit in a large building, the rules do not clearly say, so call PSE&G at 1-855-846-2895 and ask before you hire anyone. Renters can use the free assessment and the appliance rebates, and can show the owner the heat pump page.
Electric heat is common here
Electricity heats 31.7% of Jersey City homes, the highest share among our PSE&G cities. Utility gas heats 60.9%, bottled gas 2.0% and fuel oil 2.6%. For an electric-heat home, the standard instant rebate of $300 to $600 applies, and the savings come from using less electricity: a heat pump moves heat rather than making it. The large replacement rebate is for gas, oil and propane homes.
Newer buildings, different needs
Many Jersey City homes are newer than the average New Jersey home, so insulation is often better than in a 1930s building. That can make a heat pump easier to size. Still, new construction is not eligible for PSE&G's rebates, so a home that was just built is out. Ask the seller or the building manager how old the building is and when the heating system went in.
Free help first
The free Whole Home Energy Assessment is the lowest-risk first step for an apartment or a house. The visit takes about an hour and PSE&G can install a smart thermostat and small items at no cost, while supplies last. If you earn between 250% and 400% of the federal poverty level, live in a moderate-income area or an overburdened community, PSE&G Home Weatherization covers insulation and sealing work too. Below 250%, the state's Comfort Partners program applies.
