Find your utility first
In Illinois the company on your bill decides your rebates. ComEd delivers electricity across Chicago and northern Illinois. Ameren Illinois serves much of the rest of the state, including Peoria. A few cities, such as Naperville, run their own electric utility. For gas, Peoples Gas serves the city of Chicago and Nicor Gas serves much of the northern third of the state outside Chicago. Check the name at the top of your bill, then use the page for that company.
The state has no open heat pump rebate yet
The Illinois Environmental Protection Agency was given $263 million in federal money for home energy rebates, in two programs called HOMES and HEAR. It says the HOMES pilot is waiting for approval from the federal Department of Energy, the HEAR application had not been processed, and the first money is planned for households below 80 percent of the area median income. It does not plan to pay for work done before the programs open. So do not wait for them if you need a new system now, and do not pay for work first and hope to be paid later.
Free help for lower-income households
The state's Home Weatherization Assistance Program pays up to $20,000 for energy work and $4,000 for health and safety work, free, for households at or below 200% of the federal poverty level. The 2027 limits are $31,920 for one person, $43,280 for two, $54,640 for three and $66,000 for four. ComEd adds a free assessment and, for gas-heated homes, a free heat pump offer that is paused for 2026 and should return in January 2027.
Solar
Illinois pays for solar through Illinois Shines. Instead of a one-time rebate, it buys the credits your system produces, at $70.37 per credit in Ameren Illinois's area and $80.77 in ComEd's area for a small home system in 2026-27, plus $20 per credit if you own the system. What we could not confirm

Common questions
Is there a statewide heat pump rebate in Illinois?
Not open yet. The state's HOMES and HEAR rebates have not launched. ComEd, Naperville Electric and some other utilities pay their own.
How much does ComEd pay for a heat pump?
Up to $900 to $2,000 for a ducted unit and up to $500 to $1,000 for a mini-split.
Is there a solar rebate in Illinois?
Illinois Shines pays for solar credits, $70.37 or $80.77 per credit for small home systems in 2026-27, plus a $20 adder for customer-owned systems.
Is the federal tax credit available?
No. It ended after December 31, 2025.
Is there free help?
Yes. The state's weatherization program serves households at or below 200 percent of the federal poverty level, and ComEd runs income-eligible programs.
