How Vermont's rebates are organized
Vermont works differently than most states. Instead of splitting rebates by investor-owned utility, almost all efficiency rebates — heat pumps (outside Burlington), water heaters, insulation, and thermostats — run through a single statewide nonprofit efficiency utility called Efficiency Vermont. Green Mountain Power (GMP), the state's largest electric utility, runs its own separate battery storage and EV charger programs. Burlington is the one exception: it's served by its own municipal utility, Burlington Electric Department (BED), which runs its own heat pump and EV charger rebates instead of Efficiency Vermont's. Statewide programs that apply no matter your utility
🔥 Heat Pump Rebate (Efficiency Vermont)
Efficiency Vermont pays up to $2,200 for a ducted cold-climate heat pump ($475 ductless), plus a $200–$2,200 income-eligible bonus. Burlington runs its own separate program through BED instead. Efficiency Vermont →

🏭 Weatherization / Insulation
Home Performance with ENERGY STAR pays 75% of cost up to $3,000 for general households; income-qualified households get up to 90% back (moving to a $7,000 flat cap July 1, 2026). 🌴 Federal 25C / 25D Credits
The One Big Beautiful Bill Act ended the federal energy-efficiency (25C) and residential clean energy (25D) tax credits for installations after December 31, 2025. Neither applies to 2026 installs in Vermont. ENERGY STAR federal credit status →
