Comfort Partners (statewide)
For households at or below 250% of the federal poverty level, or on TANF, Section 8, SNAP, SSI or General Assistance. Insulation, air sealing, duct sealing, a thermostat and more, in buildings of 14 or fewer units. Call 866-378-4345.
PSE&G Home Weatherization
For households between 250% and 400% of the poverty level, in a moderate-income area, in NJ SHARES or in an overburdened community. A free assessment and no-cost insulation upgrades in walls, ceilings and attic.
JCP&L income-qualified weatherization
Upgrades of up to $14,000 and up to $2,500 in healthy home improvements for moderate-income households. Call 800-915-8309 (option 2).
JCP&L Whole Home Energy Solutions
Any JCP&L household. $2,000 plus $200 for each point of modeled savings above 5%, up to 50% of cost, with 0% loans of $2,500 to $25,000.
PSE&G Whole Home Energy Assessment
A one-hour visit with a report, plus free small products.
We found no weatherization rebate on the Atlantic City Electric pages we read. Its customers can use Comfort Partners, and the company lists an energy assessment page we did not open.
Which program first
Start with income. If your household is at or below 250% of the federal poverty level (a family of four, about $82,500 a year), call Comfort Partners at 866-378-4345. If you are above that line but under 400%, or live in a moderate-income area, ask PSE&G or JCP&L. Above that, JCP&L's Whole Home program is the one that pays a rebate. For PSE&G customers above 400%, the free assessment is available and an on-bill loan can finance work. The loan is interest-free for qualified customers.
What JCP&L's formula means
The rebate is $2,000 plus $200 for every percentage point of modeled savings above 5%, with a cap of $7,500 and a limit of half the project cost. A job modeled to save 15% earns $2,000 plus ten points at $200, or $4,000, and one modeled at 33% or more reaches the $7,500 cap. The savings number is a model, not a promise, and the project must reach at least 5%. Air sealing must be done before insulation.
Why air sealing comes first
JCP&L's rule says air sealing before insulation, and projects may need ventilation so the air inside stays healthy. The reason is simple: insulation slows heat but does not stop air from moving through gaps. A contractor who skips the sealing step leaves savings behind.
Heat pumps work better in a tight house
A well-sealed house needs a smaller heat pump, which costs less to buy and run. Do the weatherization first, then size the heating equipment. Our heat pump guides cover the money for that step: PSE&G homes, JCP&L homes and Atlantic City Electric homes.
Heating oil, propane and kerosene
If you heat with oil, propane or kerosene, Comfort Partners sends you to the state Department of Community Affairs, Office of Weatherization at 800-510-3102. That is the page's instruction, not our advice, so call them to check what applies to your fuel.

- Call the right program: Comfort Partners, PSE&G at 1-855-846-2895 or JCP&L at 855-449-3090.
- Have recent proof of income or the benefits you receive.
- Let the assessor look at your attic, walls, ducts and air leaks.
- Ask for the list of work in writing before any work starts.

Is there free weatherization in New Jersey?
Yes. Comfort Partners is free for households at or below 250% of the poverty level, and PSE&G and JCP&L run free programs for moderate incomes.
Is there an insulation rebate for everyone?
JCP&L's Whole Home Energy Solutions pays up to $7,500 to its customers. We found no stand-alone insulation rebate from PSE&G or Atlantic City Electric.
What is the income limit for Comfort Partners?
At or below 250% of the federal poverty level, which is $39,900 a year for one person and $82,500 for four.
Do renters qualify?
Comfort Partners covers apartments and townhomes in buildings of 14 or fewer units, and lists renters among its audiences. Ask your landlord first.
Is there a federal tax credit for insulation?
No. The 25C credit ended for work done after December 31, 2025.
