Free insulation if income is under $55,000

Home Rebates in Summerside

Summerside is the opposite of Charlottetown: more owners, more houses and older homes. The 2021 Census counted 3,770 owning households and 3,320 renting households, and more than half the homes were built before 1981. That makes insulation the rebate to look at first. Here is what is open on October 21, 2026.

What Summerside homes look like

The 2021 Census counted 7,095 households in the City of Summerside. What stands out:

  • More houses. 3,485 households (49%) live in single-detached houses, and another 755 in row houses and 735 in semi-detached houses.
  • Older homes. About 55% were built before 1981, which is higher than in Charlottetown.
  • Mobile homes. 475 households (7%) live in movable dwellings. We found nothing on the province's pages about whether these homes qualify, so ask efficiencyPEI before you book an audit.
  • Repairs. 460 homes (6%) needed major repairs, such as bad wiring, plumbing or structure.

The median household total income was $63,200 in 2020, and about 22% of households earned under $35,000. These are Census figures before tax, not the programs' own income tests.

Insulation comes first in older Summerside homes

With 55% of homes built before 1981, attics and basement walls are where older houses lose the most heat. PEI pays for both. The attic rate is $3.50 per 100 square feet for each R-value you add, or $5.50 if your income is under $35,000. The minimum total is R50 for a flat ceiling and R28 for a sloped one. Basement and other below-grade walls pay $21 per 100 square feet per R-value, or $34 for lower incomes, with a minimum increase of R12.

Here is how the rebate adds up. The province's own example is a 30 by 40 foot basement with 8 foot walls going from R0 to R12, which earns $2,822.40. Your home will be different, and the audit tells you the numbers.

Free insulation for owners under $55,000

Owners with a household income under $55,000, a home assessed at $300,000 or less, and a home they live in all year can apply for Free Home Insulation. It pays for the insulation, the materials and the contractor. Summerside has an Access PEI location, and applications are made in person at any Access PEI office. Wait for approval before work starts. Seasonal properties do not qualify.

Windows, doors and air sealing

Old houses also leak around windows and doors. The Home Insulation Rebates pay $125 for each ENERGY STAR window, door or skylight up to $1,000, or $245 each up to $2,000 for incomes under $35,000. Air sealing pays $150, $375 or $575 for 10%, 20% or 30% less air leakage, and $250, $650 or $1,000 at the lower income rate. All of it needs the $99 audit first and a follow-up audit after the work.

Heat pumps in Summerside

PEI's heat pump rebate ended on April 15, 2026, and free heat pump applications are closed. If you bought one between April 15, 2025 and April 15, 2026, you can still apply within a year of buying. Ottawa expects its National Heat Pump Rebate to start in early 2027. See our National Heat Pump Rebate guide.
