The rebates that matter most in Rutland

The housing and the fuel
The Census Bureau's 2020 to 2024 American Community Survey counts 7,414 occupied homes in Rutland. 5,124 (69%) burn oil, 1,111 (15%) propane, 605 (8%) electricity, 184 wood and 366 (5%) piped gas. 4,287 of 8,517 housing units (50%) were built in 1939 or earlier. Oil plus old buildings is where weatherization pays back most, and where a cold-climate heat pump has the most fuel to displace.
Owners and small landlords
55% of households own and 45% rent. 49% of units are detached houses, 2,500 sit in two-, three- and four-unit buildings and 1,496 in larger buildings. Efficiency Vermont's heat pump rebates are open to rental properties but its income bonus is not, and its Home Performance weatherization offer covers existing one-to-four-unit homes, a size that fits much of Rutland's rental stock.
Cold
The average January low is -10.2°C and the coldest day between 2015 and 2024 reached -34.8°C. Ask any contractor what the unit they propose delivers at the bottom of its range and what backup remains for those nights.
Order of work
For an oil-heated Rutland house the usual sequence is weatherization, then a ductless heat pump with integrated controls in the main living area, then the heat pump water heater so the boiler can rest in summer. Each step has its own rebate, and the earlier ones make the later ones smaller and cheaper.
Dates to watch in Rutland
Three deadlines matter. Green Mountain Power's vehicle rebates apply to vehicles bought or leased through December 31, 2026, and its induction cooktop rebate covers purchases through the same date. Efficiency Vermont's weatherization offer, effective July 1, 2026, lasts only while funding lasts, so a project planned for next spring may find the money gone or the terms changed. If you are choosing between a fall install and a spring one, the fall one is the one you can price today.
