What Burlington homeowners can claim — no assessment needed

In 2026, a Burlington homeowner can claim up to $12,000 for a heat pump, $10,000 for solar + battery combined, up to $1,250 for attic insulation, $125 for a smart thermostat, and up to $200 per appliance — on top of a separate assessment-required insulation/windows tier.

Burlington runs on Burlington Hydro electricity and Enbridge Gas. The province's Home Renovation Savings Program (HRSP) is identical here to the rest of Ontario — the same categories and tiers as Toronto and Ottawa.

We could not confirm a hard expiry date for these programs on the official site as of this writing — check homerenovationsavings.ca directly before relying on any deadline you see elsewhere (several third-party HVAC sites repeat a Nov 30, 2026 date that we could not verify on the official program page).

Local programs

Better Homes Burlington (closed to new applicants)

Closed

Closed — was a real program, no longer accepting new applicants

Burlington previously ran Better Homes Burlington, an interest-free loan program for home energy retrofits. As of official sources checked for this page, that program has ended and is not accepting new applicants — homeowners who already received loan approval can continue their projects, but new applicants can't join. The City received funding for a feasibility study on a future program, but nothing new is confirmed live yet.

Burlington Hydro (electricity) + Enbridge Gas (natural gas)

Typical heating

Mostly natural gas

Most Burlington homes heat with gas furnaces, putting a heat pump switch in the lower HRSP tier.

Permits & timeline

6–10 weeks quote to installation for solar, faster for a heat pump swap. City building permit + ESA electrical inspection where required.

Renting or in a condo?

Renting or living in a condo in Burlington? Here's what actually applies to you

Most of the rebate figures above assume you own a detached or freehold home and control the whole building. That's not every Burlington household. Here's what changes if you rent or live in a condo.

If you rent

The structural HRSP rebates — heat pump, insulation, windows & doors, air sealing — are paid through a contractor application tied to the home and its owner, so those go to your landlord, not you. The smaller purchase-based items on this page, like the $125 smart thermostat rebate and the $25–$200 appliance rebates, are tied to buying the product itself — check the official homerenovationsavings.ca terms to confirm whether you personally qualify to claim one as a tenant. If you want the bigger upgrades, the ask has to go to your landlord — point them to this page.

If you own a condo unit

In-unit upgrades you control yourself — a heat pump water heater, an in-suite heat pump, in-suite windows — may qualify for the rebates above, but anything touching shared systems or the building's exterior typically needs your condo corporation's written approval first, since HRSP applications require proof the work was authorized.

If it's a whole-building retrofit

Burlington's own municipal loan program, Better Homes Burlington, is closed to new applicants (see Local Programs above), so a condo board planning a whole-building heat pump, insulation, or solar retrofit in Burlington today would work through the standard provincial HRSP process rather than a dedicated multi-unit stream. Your condo board or property manager would need to apply, not individual owners.
