Which heat pump rebate fits a Jersey City home
Each card names the fact we keep on file, with the date we last read the official page. The first card is for homes that already use electricity to heat. The next two are for homes that burn a fuel.
Electric heat to a heat pump
The standard instant rebate: $300 or $450 depending on efficiency, or $600 for a cold climate model. Your contractor puts it on the invoice. Baseboard and electric furnace homes can use it.
Gas, oil or propane to a heat pump
The lesser of $10,000 or half the project, and the lesser of $12,000 or 60% if you are income-qualified. The old system must be taken out of service.
Keep the boiler, add a heat pump
A dual fuel system keeps your old equipment and adds a heat pump with controls. A hybrid system that covers cooling and up to 90% of heating earns up to $2,000.
Income-qualified bonus
For incomes at or below 400% of the poverty level, a moderate-income area or listed benefits.
Free home assessment
A one-hour visit before you decide. PSE&G can install a smart thermostat and small products at no cost.
Federal 25C tax credit
No federal credit applies to heat pumps installed after December 31, 2025.
All of these require that you own the house where the work happens and that the home is not new construction.
Electric heat is a big share of Jersey City
The Census Bureau's American Community Survey (2020 to 2024) says electricity heats 31.7% of Jersey City homes. Utility gas heats 60.9%, fuel oil 2.6% and bottled gas 2.0%. The electric group is the group that gains most from the standard instant rebate. A heat pump moves heat instead of making it, so it can use much less electricity than baseboard heaters or a plug-in electric furnace. The savings come on your bill month after month, while the rebate lowers the purchase price once.
Condos, co-ops and large buildings
Jersey City's housing is only 14.4% houses, either detached (7.3%) or attached (7.1%). Another 31.5% of homes are in buildings of two to four homes. The rest sit in larger buildings or other types. PSE&G's electrification rules cover single-family and attached homes of one to four units that you own. We could not find a written rule for a condo unit in a large building, so call PSE&G at 1-855-846-2895 before you sign a contract, and ask the condo board about outdoor equipment.
A city of renters
Renters live in 72.1% of Jersey City homes. A tenant cannot apply for the heat pump rebates, since the program asks for the owner. If you rent, the useful moves are the free assessment, the appliance rebates and a conversation with the owner. An owner of a two- or three-family house, which is a large share of the city, can apply and may also qualify for the $300 income-based bonus.
Newer buildings, simpler jobs
About 29.8% of Jersey City's homes were built in 2000 or later, and 29.2% were built before 1940. Newer buildings usually have better insulation, which can make a heat pump easier to size. The oldest buildings are the ones most likely to need ductwork or air sealing first. PSE&G pays up to $2,000 for new ducts if a duct design calls for them, and up to $2,000 for taking the old equipment out. Ask the contractor to list both lines.
Paying over time
PSE&G offers interest-free repayment on your bill of up to $25,000 for a heating and cooling project and up to $50,000 for a stand-alone electrification project. You need 12 months of on-time payments with PSE&G, and the account holder at the property signs. Terms run 84 months, or up to 120 months for income-qualified customers on larger projects.
