What Charlottetown homes look like
The 2021 Census counted 17,180 households in the City of Charlottetown. Four numbers shape which rebates fit:
- More renters than owners. 54% of households rent, and 46% own.
- Many small apartment buildings. 6,700 households (39%) live in apartment buildings under five storeys, and 7,480 (44%) live in single-detached houses.
- Older homes. About 50% were built before 1981. Older buildings often have thin attic insulation and old windows.
- Incomes. The median household total income was $66,000 in 2020. About 22% of households earned under $35,000, the line for PEI's higher rebate rate, and about 45% earned under $60,000.
These are 2020 incomes before tax from the Census. PEI's programs ask about your income on their own terms, so use the numbers only as a rough guide to how many neighbours may qualify.
If you rent in Charlottetown
With 9,310 renting households, most Charlottetown homes are not owned by the people living in them. The insulation rebates are for homeowners and landlords, and the free insulation program is for homeowners. A renter is neither, so a renter cannot use either program directly. What you can do is ask your landlord to look at the Home Insulation Rebates. The rebate pays for insulation, ENERGY STAR windows and doors, and air sealing, so it helps the building you live in.
If your landlord says yes, they book the energy audit, hire the contractor and send in the receipts. The tenant's part is letting the auditor in for the audit and the follow-up inspection. For more on how rebates work when you rent, our Prince Edward Island guide has the full rules.
If you own in Charlottetown
Owners have two paths, and your income decides which. About 45% of Charlottetown households earned under $60,000 in 2020, so a good share of owners may be near the $55,000 line for free insulation. If your household income is under $55,000, your home is assessed at $300,000 or less, and you live in it all year, apply for Free Home Insulation first. It pays for the insulation, the materials and the contractor. Do not start work before you are approved, because the province will not refund it.
If you do not qualify, the Home Insulation Rebates pay by the square foot and R-value. Windows and doors pay $125 each up to $1,000, or $245 each up to $2,000 if your income is under $35,000. You need the $99 energy audit first.

What about a heat pump?
PEI's heat pump rebate ended on April 15, 2026, and applications for free heat pumps are closed. If you bought a heat pump between April 15, 2025 and April 15, 2026, you can still apply within a year of buying it. Ottawa announced a National Heat Pump Rebate on October 8, 2026, expected to start in early 2027. Read our National Heat Pump Rebate guide for what is known so far.
