What NYC homeowners can claim
New York City homeowners can stack four separate rebate sources for one heat pump installation. All amounts below are in US dollars.
Con Edison Rebate
Utility-level rebate. Exact amount depends on equipment type and home size. Pre-approval required.
NYS Clean Heat
State rebate for low-income households. Income-qualified. Fastest to process.
Federal HEAR
IRA rebate, active through 2030 in New York. Income-qualified ($75K–$100K+ thresholds).
DAC Bonus
Disadvantaged census tract bonus. Check NYC DAC mapping tool to qualify.
EmPower+ (Income-Qualified)
100% coverage under 60% AMI. Free heat pump installation. No out-of-pocket cost.
Con Edison Pre-Approval
Required timeline before work starts. Apply on Con Edison's website with home details.
Real NYC Example
Brooklyn homeowner, $200K household income, standard house, non-DAC area:
- Con Edison rebate: $8,000
- NYS Clean Heat: $8,000
- Federal HEAR: $4,000 (income-qualified but not extremely low)
- Total rebates: $20,000
Heat pump cost: $20,000. Your out-of-pocket: $2,000 (plus taxes/installation variables). Energy savings: $1,500/year. Paid for in 1.3 years. Then free heat for 20+ years.
How to claim it
- Check income eligibility for Clean Heat and HEAR (most NYC households under $150K qualify for at least one)
- Get Con Edison pre-approval (required first, 2–4 weeks)
- Apply to state Clean Heat program in parallel
- Apply to federal HEAR program in parallel (income verification needed)
- Request quotes from Con Ed-approved contractors
- Contractor installs after all pre-approvals (1–3 days work)
- Rebates arrive 4–8 weeks post-completion as bill credits or checks from each program
DAC Status: Check Your Census Tract
Most NYC neighborhoods have designated disadvantaged census tracts. If your home is in one, add $1,000–$2,000 to your total. See our DAC mapping guide for the tool and instructions.
EmPower+ Simplified
If you make under $55K (single) or $75K (family of 3) in NYC: EmPower+ covers 100% of heat pump cost, up to $14K. Zero out-of-pocket. Read the full EmPower+ guide.
