Estimate my rebates

Short answer: Efficiency Manitoba pays $2,000 for a ducted cold climate heat pump or $1,500 for a ductless one when it adds to electric or natural gas heat, and you can add Manitoba Hydro financing. Insulation, windows and doors, and smart thermostats have rebates too, and income-qualifying households can get free or subsidized upgrades. Get approval before you buy insulation or start any work.

How rebates work in Manitoba

Efficiency Manitoba runs the home rebates, and Manitoba Hydro offers a loan called the Home Energy Efficiency Loan to pay for the work. The rules differ by upgrade, and the order matters:

  • Heat pump: hire a contractor registered with Efficiency Manitoba. The contractor files your application within 90 days of installation.
  • Insulation: get approval before you buy materials or start any work, even removing drywall.
  • Windows, doors and thermostats: install first, then apply within 90 days.
  • Lower income: check the free and subsidized upgrades before you pay for anything.

Our Manitoba rebate calculator asks a few questions and adds up only what is open for your home.

Heat pump rebates

Efficiency Manitoba pays $2,000 for a centrally ducted cold climate air source heat pump and $1,500 for a ductless one. Your project qualifies if:

  • The heat pump supplements an electric resistance or natural gas heating system. Homeowners converting from propane or fuel oil also qualify.
  • It goes into a residential home, not a new build, and it is your primary residence.
  • The contractor is registered with Efficiency Manitoba.
  • It does not replace an existing heat pump.

A rebate cheque is mailed after the contractor files. A post-installation inspection may be required. Efficiency Manitoba also suggests an EnerGuide evaluation first, so the contractor can size the system. Its ground source heat pump program is financing: $75 a month for 15 years, interest free, according to our October 10 read of the program page.

Ottawa announced a National Heat Pump Rebate on October 8, 2026, expected to start in early 2027. How it will combine with Efficiency Manitoba programs is not published yet. See our National Heat Pump Rebate guide.

Insulation, windows and doors

The Home Insulation Rebate pays per square foot, based on the R-value you add. The rates on Efficiency Manitoba's page:

Part of the homeRebate
Open attic (from R-34 or less, to R-50 to R-60)$0.03 per R per square foot
Cathedral, sloped or flat roof$0.03
Attic kneewall$0.03
Wall cavities$0.06
Exterior wall when re-siding$0.15
Foundation walls and joist headers$0.06

Add comprehensive air sealing, with before and after EnerGuide evaluations, and you can get up to $1,000 more. You have 12 months from approval to install. You must own the home, rental property or cottage, with active Manitoba Hydro residential service.

Windows and doors pay $100 each for ENERGY STAR certified units with at least triple pane glass, including entry doors and sliding glass doors. You need an NRCan reference number for each one.

Lower income? Free and subsidized upgrades

The Energy Efficiency Assistance Program gives free and subsidized upgrades to income-qualifying households. The team finds the upgrades, connects you to registered contractors and pays up front. It is for homeowners, renters with a limited income, landlords, and First Nation people living off-reserve or owning a home on reserve. The home must be single-detached or semi-detached and lived in year-round. Total household income before deductions must be at or below:

People in the homeIncome limit
1$46,264
2$57,595
3$70,806
4$85,968
5$97,504
6$109,967
7 or more$122,432

Smart thermostats

Efficiency Manitoba pays $50 for an ENERGY STAR smart thermostat. A new ecobee on electric heating and cooling may earn Peak Partners money as well: $50 for enrolling, then $25 each season, for up to $150 in the first year. Install it and apply within 90 days of buying.

What has closed

The federal Oil to Heat Pump Affordability program, which paid up to $10,000 in Manitoba, is closed. Efficiency Manitoba's page also mentions instant rebates of $5 or $10 at participating retailers from September 10 to December 10. The page does not print the year, so we do not list that offer as open.
