Xcel Energy heat pump
Xcel's older rebate sheet lists these amounts for a cold-climate heat pump. Its live page shows no amount and sends you to a contractor quote. Work must be invoiced by December 31, 2026.
CenterPoint hybrid heat pump
A ducted heat pump added to a home that keeps a gas furnace rated 92 percent or better.
Xcel insulation and air sealing
Air sealing up to $600, attic up to $1,200, walls up to $1,200. A participating contractor and blower door tests are required.
CenterPoint air sealing and insulation
$750 air sealing, $1,300 with attic insulation, $1,500 wall insulation, $200 rim joist.
Xcel heat pump water heater
For Xcel electric customers. Models over 80 gallons do not qualify.
CenterPoint gas water heater
For CenterPoint gas customers, by the type of water heater.
Xcel electric panel
For a panel with more amps than the old one, installed by a licensed electrician.

What Saint Paul homes look like
The Census Bureau's American Community Survey for 2020 to 2024 counts 133,051 homes in Saint Paul. About 53% of households own and 47% rent. Nearly half, 49%, are detached houses, which is more than in Minneapolis. About 10% are in buildings of two to four units. 78% were built before 1980 and 42% before 1940, while only 11% were built in 2000 or later. About 67% of homes heat with natural gas from a utility line, 29% with electricity and 1% with bottled gas.
Compared with Minneapolis, Saint Paul has a higher share of owners and of single-family houses and a higher share of electric heat. That makes the utility programs the main tool, since owners can apply directly and many houses fit the insulation rules.
No city rebate that we could confirm
Minneapolis has a city program called Green Cost Share. It is for homes inside Minneapolis, so a Saint Paul home cannot use it. A search turned up city and county programs for Saint Paul homes, but we did not read their pages, so we do not list amounts or say whether they are open. If you live in Saint Paul, ask the city or your county housing office what help exists, and tell us if you find a program that should be on this page.
Homes with electric heat have another lever
About 29% of Saint Paul homes heat with electricity. If your main heat is electric, Xcel offers a reduced electric rate: $0.06537 per kilowatt hour from October through May and $0.13069 from June through September, and it applies to all the electricity in your home. A heat pump counts as electric heat. Xcel says that if you got a heat pump rebate and are not yet on the rate, you can sign up through your online account starting in September 2026. For a home with baseboard heaters, a heat pump plus this rate can change the bill a lot, and your contractor can estimate it.
Old houses first
Because 78% of Saint Paul homes were built before 1980, a good order is: air sealing and insulation first, then the heating system. Xcel's rebate sheet pays a $600 bonus if you add a qualifying heat pump within two years of qualifying insulation work. With a tighter house you may need a smaller heat pump. A smaller unit usually costs less, which can matter more than the rebate. The census table does not say which homes have been insulated, so book an energy visit to find out where yours stands. Xcel's visit costs $70 or $100, and income-qualified customers can get it free.
