$2,000 for a ducted heat pump

Home Rebates in Winnipeg

About 62% of Winnipeg homes were built before 1981, so insulation is where many owners should start. Efficiency Manitoba pays by the square foot, and it must approve the job before the work starts. Here is what is open on October 21, 2026, with worked examples from the official rates.

What Winnipeg homes look like

The 2021 Census counted 300,430 households in the City of Winnipeg. Five numbers shape which rebates fit:

  • Older homes. 186,420 homes (62%) were built before 1981, and only 21,140 since 2016.
  • Houses. 172,765 households (58%) live in single-detached houses and 12,015 in semi-detached houses.
  • Apartments. 97,485 households (32%) live in apartment buildings.
  • Owners and renters. 63% own and 37% rent.
  • Repairs. 19,580 homes (7%) needed major repairs.

The median household total income was $80,000 in 2020, before tax, and about 28% of households earned under $50,000. Those are Census figures, not the programs' own income tests.

Older Winnipeg homes: insulation first

Efficiency Manitoba's Home Insulation Rebate pays by the square foot for the R-value you add. Here are two examples from the official rates, using made-up home sizes, so they show the method and not your rebate:

JobRateExample
Open attic from R-20 to R-50 on 1,000 square feet$0.03 per R per sq ft$900
Wall cavities from R-0 to R-12 on 800 square feet$0.06 per R per sq ft$576

An attic must start at R-34 or less and finish at R-50 to R-60. Wall cavities must start at R-12 or less. The most important rule: get approval before you buy materials or start any work, including removing drywall. Efficiency Manitoba may pick your home for a pre-verification inspection of the original R-values. You then have 12 months to install. If you add comprehensive air sealing with before and after EnerGuide evaluations, you can get up to $1,000 more.

Free upgrades for lower-income Winnipeg homes

About 184,780 Winnipeg households live in single-detached or semi-detached homes, the types the Energy Efficiency Assistance Program serves. It gives free and subsidized upgrades, finds the contractors and pays up front. The total household income before deductions must be at or below $46,264 for one person, $57,595 for two, $70,806 for three or $85,968 for four. Renters with a limited income, landlords and some First Nation households can apply too. The program also lists the In-Suite Energy Efficiency Program for people who rent an apartment suite or manage an apartment building, which matters in a city where 32% of households live in apartments.

Heat pumps, windows and thermostats

A ducted cold climate air source heat pump earns $2,000, and a ductless one $1,500, when it supplements electric resistance or natural gas heat or replaces propane or oil. Your contractor must be registered with Efficiency Manitoba and files within 90 days of installation. Windows and doors pay $100 each for ENERGY STAR units with at least triple pane glass. A smart thermostat pays $50. Manitoba Hydro's Home Energy Efficiency Loan can finance the work, and you should apply for it before starting.

Ottawa's National Heat Pump Rebate is expected in early 2027, and how it combines with Efficiency Manitoba is not published. See our National Heat Pump Rebate guide.
