JCP&L Rebates for Homeowners

JCP&L serves much of central and shore New Jersey, including Ocean County towns such as Toms River. Its programs are run through an online store and a set of applications. The biggest is Clean Comfort, which pays up to $10,000 to replace gas, oil or propane heat with a heat pump. These are the 2026 figures from JCP&L's pages and its Clean Comfort application, read on October 6, 2026.

Up to $10,000

Lesser of $10,000 or 50% of cost; moderate-income lesser of $12,000 or 60%. Up to $2,000 each for ducts and removal, $2,000 for each extra cold climate unit. Installed February 1, 2026 through June 30, 2027.

Who JCP&L serves

JCP&L serves Ocean County customers, including the Holiday City section of Toms River. It also serves counties such as Monmouth, Morris and Middlesex. Atlantic City Electric serves part of Ocean County too, so Toms River readers should check the name on the bill. If it says PSE&G, see the PSE&G page.

Clean Comfort in detail

Clean Comfort is for existing single-family homes. New construction is not eligible. The old heating system must burn gas, oil or propane. The heat pump must be a cold climate model on the Northeast Energy Efficiency Partnerships list, sized for the whole heating load, with equipment chosen using the industry's standard calculations. The project needs permits and a decommissioning form when the old system is removed. After you apply, allow six to eight weeks, and expect a possible inspection before payment.

The online store

JCP&L runs its rebates through a store site where you create an account, pick a product and apply with a receipt. Applications are due within 120 days of purchase, and equipment must be bought and installed from January 1, 2025 through June 30, 2027. Both the outdoor unit and indoor coil of a heat pump must be replaced as a matched set. JCP&L adds that applying for the same incentive with a gas company at the same time is prohibited, so ask about the gas side first.

What JCP&L does not pay

We found no battery rebate or rooftop solar rebate on the JCP&L pages. State solar credits and net metering still apply to solar owners. The federal credits ended after 2025.

How to claim a JCP&L rebate

  1. Confirm your electric bill says JCP&L.
  2. For a heat pump, ask a licensed contractor to quote Clean Comfort and the standard rebate separately.
  3. Buy and install within the program dates, with permits.
  4. Have the contractor, or you, apply within 120 days with the paid invoice and the equipment details.

Is there a deadline?
