Home Energy Rebates in Chicago

Chicago homeowners and landlords can use rebates from two utilities. ComEd, your electric company, takes up to $2,000 off a heat pump and up to $750 off a heat pump water heater. Peoples Gas, your gas company, pays up to $1,200 for sealing and insulating and $200 to $225 for a high-efficiency furnace. The federal tax credits ended after 2025. Here is every program we confirmed on October 6, 2026, and what each is good for.

ComEd's free Whole Home Electric offer for income-eligible homes is paused for 2026 in gas-heated homes and should reopen in January 2027. Federal credits for heat pumps, insulation and solar ended after December 31, 2025.

Chicago homes in numbers

The Census Bureau's 2020 to 2024 survey counts 1,277,054 homes in Chicago, with 1,160,205 lived in year-round. Renters are 54.0% of households and owners 46.0%. Detached houses are 25.6% of homes, two-to-four-unit buildings 27.4% and attached houses 3.5%. Most of the rest are larger buildings. Whether you rent, own a house or own a two-flat decides which rebate you can claim, so start with who pays for the work.

How old and how gas-heated

About 75.2% of Chicago homes were built before 1980, and 38.8% before 1940. Only 14.9% were built since 2000. Utility gas heats 77.5% of homes, electricity 18.0%, bottled gas 1.7% and fuel oil 0.1%. This is why Peoples Gas's weatherization rebate is the most useful one for many households: sealing and insulating works on an old gas-heated home whether or not you ever buy a heat pump.

Which utility pays for what

ComEd handles electricity, so its rebates are for electric equipment such as heat pumps, heat pump water heaters, thermostats and appliances. Peoples Gas handles gas, so its rebates are for gas equipment and for sealing and insulating. You can use both on the same house for different jobs. You cannot take two rebates for the same piece of equipment.

Neighbors in the suburbs may have Nicor Gas instead of Peoples Gas. Peoples Gas serves the city of Chicago.

Home solar in ComEd's area earns Illinois Shines credit payments, at $80.77 per credit for a system of 10 kW or less in the 2026-27 year, plus $20 per credit if you own the system. See our Illinois solar guide for how the payment is made.

Where to start

If your income is below the limits, start with the free programs, because they cost nothing and can pay for the biggest jobs. If not, start with a blower door test and air sealing, then ask a ComEd heat pump-trained contractor to size a heat pump for the sealed house.

  1. Look at your bills to confirm ComEd and Peoples Gas.
  2. Check your household income against the free program limits.
  3. For insulation, hire a Peoples Gas approved contractor.
  4. For a heat pump or water heater, use a ComEd participating contractor.
  5. Keep every invoice and model number in one folder.
