New Jersey Clean Energy Program for Homeowners

New Jersey's Clean Energy Program is run by the state's Board of Public Utilities. It does not replace your utility's rebates. It adds free upgrades for lower incomes, cash toward an electric car, credits for solar owners, and rules that protect the value of your solar. These are the figures from the state's own site, read on October 6, 2026.

We found no New Jersey launch date or amounts for the federal-funded HOMES and HEAR rebates.

How the state fits with your utility

Your electric company's rebates (PSE&G, JCP&L or Atlantic City Electric) pay for equipment such as heat pumps and appliances. The state pays for different things: free work for lower incomes, electric car incentives and solar. You can use both. For example, a lower-income household can get Comfort Partners work and then use the utility's heat pump rebate.

Comfort Partners rules

The home must be your primary residence and you must be the ratepayer of record with a participating electric or gas utility. The building can have up to 14 individually metered units, so many apartments and townhomes qualify, and buildings above 14 units do not. If you heat with oil, propane or kerosene, the page sends you to the state's Office of Weatherization at 800-510-3102. The income limit is $39,900 a year for one person, $82,500 for four and $139,300 for eight.

Solar rules in brief

The solar credits apply to net-metered projects registered by a contractor through the state's portal. The residential block is 300 megawatts for Energy Year 2027, and registrations close when it is full or on June 1, 2027. Net metering credits you at the retail rate over 12 months. If you switch suppliers or change your anniversary date, the balance is credited at the lower wholesale price and a new cycle starts. See our solar guide for an example.

What is not open

The federal 25C and 25D credits ended after 2025. The state's own federal-funded home rebates, called HOMES and HEAR, appear on a state page as a design only. We found no launch, so we do not state any amounts. The state is also planning a battery program, but it is still a proposal.

How to use the state programs

  1. Check your income against the Comfort Partners table, and call 866-378-4345 if you qualify.
  2. For an electric car, apply for Charge Up+ before you buy or lease.
  3. For solar, ask your contractor to register the project with the state portal.
  4. Keep proof of income and benefits ready.
  5. Use your utility's rebates for equipment at the same time.
