What's different about rebates in Lowell

Lowell's electricity comes from National Grid, not Eversource. National Grid is a Mass Save sponsor, so the statewide heat pump, insulation and water heater rebates apply here in full. For a service upgrade, battery program or EV charger program, you'll go through National Grid. Lowell has many older mill-era and multi-family buildings, so landlords should ask about the 1–4 unit and 5+ unit assessment paths.

West and north of Lowell, several towns run their own light plants. Groton, Littleton and Boxborough are served by the Groton Electric Light Department and Littleton Electric Light & Water. Wilmington and North Reading are served by Reading Municipal Light. Homes in those towns aren't covered by Mass Save's electric rebates. Inside Lowell, the order that works best is: no-cost assessment, insulation at 75–100% off, then a cold-climate heat pump from a Heat Pump Installer Network contractor.

Renting or living in a condo? Here's what actually applies to you

Most of the numbers above assume you own a single-family or multi-family home and control the whole building. That's not every Lowell homeowner — a former mill city with a lot of multi-family housing. Here's what changes:

If you rent

You can't claim the heat pump, insulation, or solar rebates — those go to whoever owns the property. The free Mass Save home energy assessment is still worth requesting through your landlord, since it often comes with a free smart thermostat and other no-cost measures. If you want the bigger upgrades done, the ask has to go to your landlord — point them to this page.

If you own a condo unit

In-unit upgrades you control yourself — a heat pump water heater, in-suite windows, an in-unit heat pump — can qualify for the Mass Save rebates above, usually with your condo association's approval for anything touching shared walls or exterior systems. Get that approval in writing before your contractor applies.

If it's a whole-building retrofit

Heat pumps, insulation, and solar for the whole building go through the condo association (or, for multi-family rentals, the property owner) as a group decision, and Mass Save's multi-family program handles the paperwork rather than the single-unit process on this page. The HEAT Loan and Mass Save's free assessment are both still available — the owner or property manager coordinates the application, not individual tenants.

Rebate finder: every Mass Save program in Lowell, by category.

These are the real, current Mass Save amounts shown on our Lowell category pages — the same statewide program, not a Lowell-only deal. The whole-home heat pump ceiling is $8,500 in 2026, down from $10,000 in 2024, and regulators trimmed the 2025–2027 Mass Save budget by $500 million, and Mass Save has documented processing delays, so treat these as caps to plan around, not guaranteed instant payouts. Filter by category below.

Up to $8,500

$2,650 per ton, capped at $8,500 for most households (down from $10,000 in 2024; regulators also trimmed the 2025–2027 Mass Save budget by $500 million). Income-qualified households can reach $16,000 for air-source or $25,000 for ground-source. Only R-32 or R-454B refrigerant systems qualify as of January 1, 2026 — older R-410A units are no longer eligible. Same statewide, not just Lowell.

Amounts are Mass Save program-wide figures and apply the same whether you're an Eversource or National Grid customer — we checked a sample of Lowell and other Massachusetts city pages and found no utility-level variance in these headline caps. Processing can take 5–7 months end to end; see your Lowell heat pump page for the full application timeline.
