What pays for insulation and air sealing in Barre
We re-read Efficiency Vermont's Home Performance with ENERGY STAR page and its list of related offers on October 5, 2026. Barre is Green Mountain Power electricity territory, and Efficiency Vermont runs the weatherization offer for customers of utilities other than Burlington Electric and Vermont Gas.
Efficiency Vermont weatherization
75% of a qualifying insulation and air-sealing project, up to $3,000, while funding lasts (effective July 1, 2026). The project needs an Efficiency Excellence Network contractor and at least a 10% cut in air leakage on the blower-door test.
Income-eligible weatherization
For low- and moderate-income households whose property is their primary residence. Efficiency Vermont also lists a free Weatherization Assistance Program through a partner for income-qualified homes.
Do-it-yourself weatherization
Efficiency Vermont lists $100 for DIY weatherization. Burlington Electric describes it as completing at least three do-it-yourself projects. Good for weatherstripping, door sweeps and attic hatches.
Weatherization financing
Through Vermont Gas, Green Mountain Credit Union lends up to $20,000 over five years at 0% for weatherization. The Weatherization Repayment Assistance Program (WRAP) puts repayment on the utility bill instead.

Barre by the numbers
The Census Bureau's 2020 to 2024 American Community Survey counts 4,335 housing units in Barre. 2,012 were built in 1939 or earlier (46%), 472 in the 1940s and 1950s, 846 in the 1960s and 1970s, 662 in the 1980s and 1990s and 343 since 2000. That is the second-oldest housing profile of the five cities, behind Rutland. Of 4,094 occupied homes, 2,385 use fuel oil as the main fuel.
Who pays and who benefits
2,062 Barre households own and 2,032 rent. 1,922 housing units are in buildings of two to nine units. Insulation is the classic split-incentive problem: the landlord pays and the tenant saves on heat, unless the tenant pays the heat bill and the landlord does nothing. Efficiency Vermont's Home Performance offer covers existing one-to-four-unit homes, which describes most of Barre's small rental buildings, although we did not confirm whether it accepts rental owners.
A practical arrangement is for the landlord to apply for the rebate and the tenant to agree to stay through a winter, so both can see the effect on the heating bill.

Why start with weatherization
Barre's average January low is -11.9°C and its coldest recorded day between 2015 and 2024 was -30.9°C. An oil boiler in a leaky house burns the most when the weather is coldest. How to claim an insulation rebate in Barre
- Book Efficiency Vermont's free Virtual Home Energy Visit, or ask a contractor for a blower-door test.
- Choose an Efficiency Excellence Network contractor, since the rebate requires one.
- Plan air sealing first, then insulation, and agree the target air-leakage cut (at least 10%) in writing.
- If your income may qualify, ask Efficiency Vermont about the $7,000 tier before the work starts.
- Keep the before-and-after test results with your invoice.
