Green Mountain Power income-eligible rebate
For households at or below 80% of area median income. A household of four in Rutland County must be at or under $89,200. The rebate is combined with Efficiency Vermont's in one application on Efficiency Vermont's site.
Efficiency Vermont income bonus
$2,200 for Green Mountain Power low-income customers, $200 for most other utilities' customers. Rental property owners are not eligible. Income limits changed on July 1, 2026.
Ground source heat pump
Plus $500 for income-eligible households. New systems up to 10 tons, an Efficiency Excellence Network contractor, and not for wood-heating customers.
Rutland County is not listed by name in Green Mountain Power's limits, so it falls under the "other counties" figure of $89,200 for a household of four. Smaller households have lower limits. Rental property owners cannot claim the income bonus, which matters in a city where almost half of households rent.
What Rutland burns, and why it matters
The Census Bureau's 2020 to 2024 American Community Survey puts 5,124 Rutland households (69%) on fuel oil, 1,111 (15%) on propane, 605 (8%) on electricity, 184 (2%) on wood and only 366 (5%) on piped gas. Oil and propane together heat 84% of homes. A family replacing part of an oil load with electricity from a cold-climate heat pump is swapping a delivered fuel for a metered one.
One approach is a single ductless unit in the main living area, controlled by an integrated controller so the oil boiler fires only when the heat pump cannot keep up. Efficiency Vermont's integrated-controls cash back of up to $600 exists for that arrangement.
An old housing stock
Half of Rutland's housing units (4,287 of 8,517, or 50%) were built in 1939 or earlier, and another 1,166 date from the 1940s and 1950s. Owners, renters and two-to-four-unit houses
55% of Rutland households own and 45% rent. 49% of housing units are detached houses, and 2,500 sit in two-, three- and four-unit buildings. An owner of a small multi-unit building can use Efficiency Vermont's rebates for rental properties, but not the income bonus. A tenant who pays their own electric bill will want the landlord's agreement before a heat pump goes on the wall.
The coldest record of the five
Rutland's average January low is -10.2°C, and the coldest day recorded between 2015 and 2024 was -34.8°C. At that temperature even good cold-climate units lose output, which is why Efficiency Vermont ties its rebates to qualifying cold-climate models and why many Rutland homes keep a backup. Ask your contractor what the unit delivers at -25°C, not only at -15°C, and what your backup will do on those nights.
Wood and pellet households
184 Rutland households heat mainly with wood. Efficiency Vermont says wood-heating customers are not eligible for its ground source heat pump rebate, which is worth knowing before you plan a geothermal project. The ductless and ducted offers carry their own conditions, so confirm yours with Efficiency Vermont.
