What pays for insulation and air sealing in Rutland
We re-read Efficiency Vermont's Home Performance with ENERGY STAR page and its list of related offers on October 5, 2026. Rutland is Green Mountain Power electricity territory, and Efficiency Vermont runs the weatherization offer for customers of utilities other than Burlington Electric and Vermont Gas.
Efficiency Vermont weatherization
75% of a qualifying insulation and air-sealing project, up to $3,000, while funding lasts (effective July 1, 2026). The project needs an Efficiency Excellence Network contractor and at least a 10% cut in air leakage on the blower-door test.
Income-eligible weatherization
For low- and moderate-income households whose property is their primary residence. Efficiency Vermont also lists a free Weatherization Assistance Program through a partner for income-qualified homes.
Do-it-yourself weatherization
Efficiency Vermont lists $100 for DIY weatherization. Burlington Electric describes it as completing at least three do-it-yourself projects. Good for weatherstripping, door sweeps and attic hatches.
Weatherization financing
Through Vermont Gas, Green Mountain Credit Union lends up to $20,000 over five years at 0% for weatherization. The Weatherization Repayment Assistance Program (WRAP) puts repayment on the utility bill instead.
If your gas comes from Vermont Gas, you are in a different program with a 50% to 90% scale, but at 5% of homes that is a small group in Rutland.
The numbers behind the case
The Census Bureau's 2020 to 2024 American Community Survey counts 8,517 housing units in Rutland. 4,287 of them (50%) were built in 1939 or earlier, 1,166 in the 1940s and 1950s, 1,725 in the 1960s and 1970s, and only 549 since 2000. On heating, 5,124 occupied homes (69%) use fuel oil and 1,111 propane. Every gallon not burned is money that stays in the household, and a tighter house burns fewer.
What a project looks like with the rebate
Efficiency Vermont pays 75% of a qualifying project up to $3,000, so a $4,000 job earns the full $3,000 and a $10,000 job still earns $3,000, or 30%. For a low- or moderate-income household in its primary home the cap is $7,000, which a project of about $9,300 reaches. The project must cut air leakage by at least 10% on the blower-door test and be done by an Efficiency Excellence Network contractor. The funding lasts only while it lasts, which Efficiency Vermont says on the page, so apply early in the year if you can.
Renters, landlords and small buildings
45% of Rutland households rent, and 2,500 housing units sit in two-, three- and four-unit buildings. Efficiency Vermont's Home Performance offer covers existing one-to-four-unit homes, which fits those buildings, though its list shows it under residential properties and we did not confirm a separate rental option, so ask before a landlord counts on it. A landlord who pays for the work does not benefit from the tenant's lower bill, which is why a tenant who pays for heat should ask whether the landlord will split the cost. Efficiency Vermont's free Weatherization Assistance Program, through a partner, is for income-qualified homes including rentals.
Cold nights and the heat pump order
Rutland's average January low is -10.2°C and its coldest recorded day between 2015 and 2024 was -34.8°C, the lowest of our five Vermont cities. A leaky 1920s house loses heat fastest when it is coldest, and a heat pump gives the least output at those temperatures, so the two problems compound. Weatherizing first lets you buy a smaller cold-climate heat pump. See our Rutland heat pump guide.
Small jobs worth doing yourself
Efficiency Vermont lists $100 for do-it-yourself weatherization. Weatherstripping doors and sealing gaps cost little and are the sort of work Burlington Electric's weatherization page suggests before larger projects. A home with a blower-door number you do not like is a better candidate for the full program than one you have never tested.
Financing the part the rebate does not cover
Efficiency Vermont lists a Home Energy Loan from 0% interest on its small-appliance page. Vermont Gas's Green Mountain Credit Union loan up to $20,000 at 0% is for Vermont Gas customers, which excludes most Rutland homes because only 5% heat with piped gas. Ask Efficiency Vermont which loans are open to you.
How to claim an insulation rebate in Rutland
- Book Efficiency Vermont's free Virtual Home Energy Visit, or ask a contractor for a blower-door test.
- Choose an Efficiency Excellence Network contractor, since the rebate requires one.
- Plan air sealing first, then insulation, and agree the target air-leakage cut (at least 10%) in writing.
- If your income may qualify, ask Efficiency Vermont about the $7,000 tier before the work starts.
- Keep the before-and-after test results with your invoice.
Common questions
How much does Efficiency Vermont pay for insulation in Rutland?
75% of a qualifying project up to $3,000, or up to $7,000 for low- and moderate-income households in their primary residence, while funding lasts.
Do I need a blower-door test?
Yes, in effect. The project must achieve at least a 10% reduction in air leakage, measured by a blower-door test.
Can I use a contractor who is not in the Efficiency Excellence Network?
Not for this rebate. Efficiency Vermont requires a contractor in the network.
Is a Rutland rental building eligible?
Efficiency Vermont's offer covers existing one-to-four-unit homes. We did not confirm a rental option, and the $7,000 tier is for a primary residence, so ask Efficiency Vermont.
Should I insulate or buy a heat pump first?
Usually insulate first, because a tighter house needs a smaller system. In an oil-heated home with a very old building you may do both in the same year.
