What pays for insulation and air sealing in Montpelier
We re-read Efficiency Vermont's Home Performance with ENERGY STAR page and its list of related offers on October 5, 2026. Montpelier is Green Mountain Power electricity territory, and Efficiency Vermont runs the weatherization offer for customers of utilities other than Burlington Electric and Vermont Gas.
Efficiency Vermont weatherization
75% of a qualifying insulation and air-sealing project, up to $3,000, while funding lasts (effective July 1, 2026). The project needs an Efficiency Excellence Network contractor and at least a 10% cut in air leakage on the blower-door test.
Income-eligible weatherization
For low- and moderate-income households whose property is their primary residence. Efficiency Vermont also lists a free Weatherization Assistance Program through a partner for income-qualified homes.
Do-it-yourself weatherization
Efficiency Vermont lists $100 for DIY weatherization. Burlington Electric describes it as completing at least three do-it-yourself projects. Good for weatherstripping, door sweeps and attic hatches.
Weatherization financing
Through Vermont Gas, Green Mountain Credit Union lends up to $20,000 over five years at 0% for weatherization. The Weatherization Repayment Assistance Program (WRAP) puts repayment on the utility bill instead.
The caps are generous compared with the typical cost of an attic and rim-joist project, so the rebate often covers most of it for income-eligible households. We have no cost data for Montpelier, so get quotes before counting on a percentage.
Montpelier's housing, by the numbers
The Census Bureau's 2020 to 2024 American Community Survey counts 3,921 housing units. 1,487 (38%) date from 1939 or earlier, 728 from the 1940s and 1950s, 764 from the 1960s and 1970s, 642 from the 1980s and 1990s, and 300 since 2000. Montpelier has a smaller share of pre-1940 homes than Barre or Rutland, but still more than a third.
Heating fuel ties to the same story: 1,678 homes (45%) use fuel oil, 841 (23%) propane and 322 (9%) wood.
What Efficiency Vermont pays
The offer is 75% of qualifying insulation and air-sealing cost, up to $3,000, or up to $7,000 for low- and moderate-income households in a primary residence, effective July 1, 2026 and while funding lasts. A $4,000 project earns the full $3,000, and a $9,300 project reaches the $7,000 cap for an income-eligible household. The contractor must be in Efficiency Vermont's Efficiency Excellence Network, and the project must cut air leakage by at least 10%.
Renters are nearly half of Montpelier
1,745 of Montpelier's 3,721 households rent (47%), and 911 units are in two-, three- and four-unit buildings. A tenant cannot insulate a landlord's attic. What a tenant can do is ask the landlord about Efficiency Vermont's Home Performance offer, report drafts, and take on the small jobs Burlington Electric's weatherization page suggests, such as door weatherstripping and window shrink kits. Efficiency Vermont lists $100 for completing do-it-yourself weatherization and a free Weatherization Assistance Program, through a partner, for income-qualified homes.
The coldest average January low of the five
Montpelier's average January low is -11.9°C, tied with Barre, and the coldest day recorded between 2015 and 2024 was -30.7°C. Air leakage costs the most when the temperature gap between inside and outside is largest. Heat pump performance drops at the same time, so a tighter house helps in two ways. See our Montpelier heat pump guide.
Washington County income limits
Efficiency Vermont publishes 2026 income limits effective July 1, 2026. For the related Green Mountain Power heat pump rebate, Washington County's 80% of area median income for a household of four is $91,200. The weatherization tiers use Efficiency Vermont's own low- and moderate-income definitions, so check its page rather than assuming the heat pump limit applies.
