What BC Hydro pays for insulation in Penticton

FortisBC lists its insulation rebate for FortisBC gas customers and for FortisBC or municipal electric customers, including Penticton. It uses the same formula as BC Hydro. We checked BC Hydro's page on October 2, 2026 and FortisBC's listing against it. FortisBC also requires that your main heating system can heat at least half your home through the winter to 22°C.

A Penticton 1960s bungalow

A 1,100 square foot attic at R-14 topped to R-50 adds R-36. The formula gives 0.02 x 36 x 1,100 = $792. Adding R-10 to 600 square feet of basement wall pays 0.09 x 10 x 600 = $540. That is $1,332, by our arithmetic on the published formula.

Why FortisBC, not BC Hydro

Penticton's electricity comes from the City of Penticton, not BC Hydro. BC Hydro's rebate is only for BC Hydro accounts or a municipal utility inside BC Hydro territory, like New Westminster. FortisBC's listing names Penticton, Summerland, Grand Forks and Nelson Hydro customers, so a Penticton household uses FortisBC for insulation. Call FortisBC's electricity rebate line if your bill shows anything unusual.

Penticton's homes in numbers

The 2021 Census counted 17,360 households in Penticton. Of those, 7,900 (46%) live in homes built before 1981, and 3,440 are owner-occupied detached houses from that era. About 36% of households live in apartments and 37% rent, so a good share of Penticton cannot use a home rebate. Condo owners should look at BC Hydro's Condo and Apartment Rebate Program, but check whether it covers your utility.

A dry, hot summer city too

Penticton's average January low from 2015 to 2024 was -2.5°C and the coldest day was -24.8°C. Summers are hot and dry. Insulation in the attic slows summer heat as well as winter loss, which helps if you run air conditioning or a heat pump in cooling mode.

Which insulation to choose

Rebates are paid on the R-value of the new insulation you add, so compare quotes by finished R-value, not by thickness. BC Hydro's page lists batts, loose fill, board and spray foam as eligible types, and FortisBC uses the same formula. Penticton's older bungalows usually need loose fill in the attic and blown-in material for closed walls. A rebate cannot exceed the cost on your invoice, so a small job is paid at what you paid.

If your income is lower

FortisBC runs a free home evaluation and upgrade program for income-qualified customers. Some homes may receive free insulation. Ask before paying for any work.

How to claim in Penticton

  1. Confirm your electricity is from the City of Penticton or your gas is from FortisBC.
  2. Get quotes that list the R-value added and area for each space.
  3. Keep the final invoice.
  4. Apply to FortisBC online. Rebate partners share one form.
