Avista gives your contractor a discount of $300, $400 or $600 on a qualifying heat pump, based on its efficiency rating. You do not apply for it yourself, so you need to ask for it on the bid.

We read Avista's heating and water heating page and the State Department of Commerce page on October 6, 2026. The equipment must run on Avista electric or natural gas service. The discount is for contractor installs only.

State home electrification rebates

Set by Spokane County

Spokane County received $630,000 from the state to run rebates for households at or below 150 percent of area median income. The state page lists no per-household amount.

Working it out

A Spokane home that installs a ducted heat pump with a heating rating of 9.5 would see a $600 discount on one outdoor system. A home with two outdoor systems could see the discount twice, but Avista's table says per outdoor system and does not say how many a home can claim, so ask Avista. This is a discount, not a check, so the final price depends on how your contractor passes it on.

Spokane's heating mix

The US Census Bureau's American Community Survey (2020 to 2024) says about 54 percent of Spokane homes heat with utility gas, 42 percent with electricity and about 1 percent with oil. Avista serves both fuels, so the discount works for either as long as the equipment runs on Avista service. Avista's pages do not give a bill savings figure, so we do not quote one. Ask each contractor to show their math for your house.

Spokane winters are cold, so ask any contractor how the system will heat the house on the coldest days. The Avista page does not set a cold-weather standard, so your contractor's design and the manufacturer's rating are what matter. Ask for the model's heating output at the low temperatures Spokane sees on a winter night, and ask what backup heat the system uses and when it turns on. If the backup is electric resistance, the bill on the coldest nights will be higher than the contractor's average estimate, and that is worth knowing before you sign.

How the discount reaches you

Avista lists about twenty supply companies that take part. When your contractor buys the heat pump from one of them, the supplier applies the discount. The contractor can pass it to you or keep it, so ask them in writing. Avista says do-it-yourself installs are not eligible. Compare bids on two lines, the price of the equipment and the amount of the Avista discount, so you can see if one bidder is keeping it.

Pair it with insulation

How to get the Spokane heat pump discount

  1. Check that Avista sends your electric or gas bill.
  2. Ask contractors for the model's heating and cooling ratings so you can see which discount applies.
  3. Ask each one to show the Avista discount as its own line on the bid.
  4. If your income is at or below 150 percent of area median income, call Spokane County about state-funded rebates.
  5. Keep the invoice and the model number.
