40% back, up to $1,250 for each type of insulation

Insulation Rebates in Colorado Springs

Colorado Springs Utilities pays one of the larger insulation rebates in Colorado: 40% of the job, up to $1,250 each for the attic, the walls and the crawl space. It also has stricter rules than most, including R-values you must hit and a ban on do-it-yourself work.

What insulation rebates pay in Colorado Springs

We read the Colorado Springs Utilities 2026 rebate form and rebate rules on October 5, 2026. Xcel's rebates do not apply here, because Colorado Springs Utilities is your utility, and the utility's program replaces them.

Working it out

An attic job that costs $2,800 earns 40%, or $1,120, which is under the $1,250 cap. A $4,000 attic job would earn $1,600 at 40%, but the cap holds it at $1,250. Do the attic, the walls and the crawl space and each can earn up to $1,250 on its own, so a whole-house job could reach $3,750 in rebates. The rules also say the insulation total must meet Department of Energy recommendations, which includes the attic and the exterior walls together, so ask your contractor how that is judged for your home.

What Colorado Springs homes look like

The American Community Survey (2020 to 2024) counts 211,353 homes in Colorado Springs. About 61% of households own and 39% rent. Around 60% are detached houses, and only 6% are in buildings of two to four units. About 39% were built before 1980 and only 5% before 1940, while 30% were built in 2000 or later.

The utility's rule covers residential buildings of four or fewer units and three stories or under, with no central mechanical system serving several units. A detached house or a small duplex fits easily. A larger apartment building does not, so owners of those buildings should ask about the business rebate program.

The rules that trip people up

Colorado Springs Utilities has requirements that other utilities do not. Work must be done by a Colorado contractor, and do-it-yourself work does not qualify. The attic job must include air sealing at the bypasses. The insulation has to meet the stated R-value, and the rebate applies to living quarters only, not garages. You must be a Colorado Springs Utilities electric and/or gas customer. The rebate is paid as a credit on your account, which can take up to eight weeks.

How the paperwork works

Installation must happen between January 1 and December 31, 2026, and the application must be postmarked by January 31, 2027. Attach an itemized receipt with the contractor's information on company letterhead. Rebates are first come, first served and depend on available funds. If you are denied, the rules give you 60 days to ask about it.

What Colorado Springs heats with

About 70% of Colorado Springs households heat with utility gas and 27% with electricity. The utility sells both, so the insulation rebate works for either fuel. If you heat with gas, the saving comes from using less gas. If you heat with electricity, the saving is larger per dollar, since electric heat costs more per unit of heat. If you plan to add a heat pump, see our Colorado Springs heat pump page, since insulation first can let you buy a smaller one.

Cold in Colorado Springs

Our climate file, built from ten Januaries (2015 to 2024), shows an average January low of about 17°F and a coldest day near minus 25°F. The attic rule asks for R-49, which is high, and Colorado Springs Utilities says total insulation must meet Department of Energy recommendations, so a thin top-up may not be enough to qualify.
