HEAP benefits $600 to $1,450

Massachusetts Heating Help 2026-27: HEAP and Heating Oil Relief

Massachusetts has two ways to get help with heating costs this winter. HEAP is for lower-income households. A new one-time Middle-Income Heating Oil Relief is for oil customers just above the HEAP line, and opens in December 2026. Here are the income limits and estimated benefits the state lists.

HEAP

$600 to $1,450

Starts soon

Middle-Income Heating Oil Relief

Up to $680

A one-time emergency benefit for heating oil customers who are not eligible for HEAP. Applications open December 2026.

The dates

The state page does not print a HEAP opening or closing date, so we mark HEAP as one to confirm rather than open. What it does say is that the Middle-Income Heating Oil Relief opens in December 2026. Check the Mass.gov page or call your local fuel assistance agency before you plan around a date.

HEAP income limits

For fiscal year 2027 the limit is 60 percent of State Median Income: $53,585 for one person, $70,073 for two, $86,561 for three, $103,049 for four, $119,536 for five and $136,024 for six.

Middle-income oil relief

If you heat with oil and your income is above the HEAP limit but at or below 100 percent of State Median Income, you may qualify for the one-time relief of up to an estimated $680. The 100 percent lines are $89,308 for one person, $116,788 for two, $144,268 for three and $171,749 for four.

One form, three programs

You apply for HEAP, the heating system repair and replacement program and the weatherization program with the same HEAP application. Weatherization is funded by the U.S. Department of Energy and gives full-scale home energy upgrades to eligible households, which lowers bills for years.

Weatherization is the bigger prize

A one-time heat payment helps this winter. Weatherization works every winter. Mass Save also has its own insulation and heat pump offers for many households, covered on our Massachusetts pages.

What we did not verify

The benefit amounts are the state's estimates, not a promise. The page we read does not state the HEAP application window.

What the numbers mean

The state calls its benefit amounts estimates. Households that heat with delivered fuel such as oil, propane or wood are shown a higher range than households on utility heat, because delivered fuel is paid in lumps and costs more per delivery. Your own benefit depends on your income, household size and fuel.

Oil customers above the line

The new Middle-Income Heating Oil Relief is aimed at people who do not qualify for HEAP but still struggle with the cost of oil. It is one time, it is an emergency benefit, and it opens in December 2026. If you are close to the line, mark the month and ask your local agency what proof of oil delivery they need.

Where to apply

The state page says you apply for HEAP, repair and weatherization with the HEAP application. It points to a separate link for the oil relief. We did not read those application pages, so confirm the link on Mass.gov before you submit anything.

What to do in Massachusetts this winter

  1. Check your household size against the 60 percent income line.
  2. If you use oil and earn more, note the December 2026 relief date.
  3. Contact your local fuel assistance agency to confirm the HEAP window.
  4. Apply with the HEAP application to be considered for repair and weatherization too.
  5. Look at Mass Save offers for lower bills next year.
