What an insulation upgrade can pay in Kelowna
FortisBC uses the same formula as BC Hydro's Home Renovation Rebate. We re-read BC Hydro's insulation page on October 2, 2026 and checked FortisBC's listing against it. Amounts are per project and depend on the R-value you add, not on the price you pay.
Attic insulation
Capped at $900. Flat and cathedral ceilings count, and the new layer must add at least R12.
Walls and basement
Capped at $1,200 each for exterior wall cavities, wall sheathing and basement or crawlspace walls.
Other spots
Exposed floors, floors over a crawlspace and basement headers, capped at $1,000. New insulation must add at least R20 here.
Second-upgrade bonus
FortisBC adds $300 for a second upgrade, or an EnerGuide improvement bonus of $750 to $2,000 if your home's rating improves enough.
Free for lower incomes
Income-qualified FortisBC customers can get a free home evaluation and free upgrades, which may include insulation.
A Kelowna-sized example
A 1,400 square foot attic at R-20 topped up to R-50 adds R-30. That pays 0.02 x 30 x 1,400 = $840, just under the $900 cap. Blowing R-12 into 1,000 square feet of exterior wall cavity pays 0.09 x 12 x 1,000 = $1,080, under its $1,200 cap. Together that is $1,920 before any bonus. These are our sums from the published formula, not a quote, so your contractor's invoice decides the final figure.
Why FortisBC pays here, and what that changes
Most BC cities buy power from BC Hydro and gas from FortisBC. Kelowna is different: FortisBC supplies the electricity too. BC Hydro's insulation rebate is for BC Hydro accounts, so a Kelowna household applies to FortisBC instead. FortisBC adds a rule worth reading before you book work. Your primary heating system must be able to heat at least half your home through the whole heating season to 22°C. A house that leans on a small space heater in one room may not pass.
The application is the same online form that BC Hydro and CleanBC use. You can apply for rebates from more than one partner in one go, which matters if you also replace windows or a water heater.
What Kelowna's homes look like
Statistics Canada's 2021 Census counted 62,210 households in Kelowna. About 19,735 of them, or 32%, live in homes built before 1981, and 8,205 of those are owner-occupied single-detached houses, the type that usually has an open attic you can top up. Another 33% of Kelowna households live in apartments, and they cannot use the Home Renovation Rebate at all. Condo owners should look at the separate Condo and Apartment Rebate Program instead.
Only 3.9% of Kelowna households told the census their home needs major repairs. That is lower than in Burnaby (6.0%) or Prince George (6.5%), which fits a city that has built a lot since 1990. Insulation here is usually an upgrade to a sound house rather than a repair job.
Cold snaps are the reason to do it
The lake keeps Kelowna gentler than Kamloops or Vernon. The average January low from 2015 to 2024 was -3.2°C, and the coldest day in that record hit -24.0°C. A well-insulated attic does its best work on those few hard nights, when a furnace or baseboard heater runs flat out. The program's own page says better insulation can cut at least 10% off a home's energy cost.
If the house was reinsulated before, ask the contractor to note what was removed. When old insulation is pulled out because of pests or mould, BC's program assumes a starting R-value based on the age of the home and pays on the difference, so a clean quote shows both numbers.
Rules that catch people out
- Work must be done by a member of the Home Performance Contractor Network for the BC Hydro version of the rebate. Check FortisBC's listing for its own contractor wording before you sign.
- Any pests or rodent tunnels must be fixed first.
- Insulation that code requires for a building permit on an addition or new construction does not count.
- You have six months from the invoice date to apply, and the invoice is the only supporting document.

How to claim in Kelowna
- Confirm your power bill says FortisBC. If it does, you are in the right program.
- Get two or three insulation quotes that show the R-value being added and the square feet in each area.
- Let the contractor finish the work and keep the final invoice, which must list the insulation type, R-value and area.
- Apply online within six months of the invoice date. Rebate partners share one form.
- If your income may qualify, ask FortisBC about the free upgrade program before paying for any work.
Common questions
Do I apply to BC Hydro or FortisBC in Kelowna?
FortisBC. It supplies Kelowna's electricity, so its rebate applies. BC Hydro's insulation rebate is for BC Hydro accounts.
Can I get an insulation rebate if I heat with gas?
FortisBC lists the insulation rebate for gas and electric homes. If your primary heat source cannot warm at least half the house to 22°C through the season, you may be turned down.
I live in a condo in Kelowna. Does this apply?
No. The Home Renovation Rebate does not cover condo or apartment units. About one in three Kelowna households lives in an apartment, so check the Condo and Apartment Rebate Program instead.
Is there a CleanBC insulation rebate on top?
We found no insulation rebate in the 2026 CleanBC Energy Savings Program document. Income-qualified households get free upgrades through the FortisBC program, so ask there.
How long do I have to apply after the work?
Six months from the invoice date. Keep the invoice, because it is the only document the application asks for.
