A Kelowna 1970s house

A house with 12 windows, a front door and a sliding patio door is 14 openings. At $100 each that pays $1,400. Past 20 openings the $2,000 cap stops the rebate growing.

Kelowna's homes in numbers

The 2021 Census counted 62,210 households in Kelowna. About 19,735 (32%) live in homes built before 1981, and 8,205 are owner-occupied detached houses from that period. About 33% live in apartments and 35% rent. Only 3.9% say their home needs major repairs.

Lake-moderated, but not mild

Kelowna's average January low from 2015 to 2024 was -3.2°C and the coldest day reached -24.0°C. Summers are hot. Replacement windows with a low U-factor slow heat flow through the glass in both seasons, which can help if the home is air conditioned.

Why FortisBC and not BC Hydro

BC Hydro's rebate is for BC Hydro accounts. In Kelowna, FortisBC supplies electricity, and it also runs the natural gas network. Either way, the FortisBC listing is the one to use. It asks that your primary heating system can heat at least half your home through the season to 22°C.

Counting openings

FortisBC pays per window or door replaced. In BC Hydro's version, each rough opening counts as one and a bay window counts as one, and skylights are excluded. Ask FortisBC to confirm the same counting on its listing before you sign a quote.

Reading a U-factor label

The rebate needs a U-factor of 1.22 W/m2-K or lower, and lower means less heat loss. Many window labels show the older imperial scale instead. To convert, multiply the imperial number by 5.678. A label that says U-0.30 equals 1.70 W/m2-K, which is too high. A label that says U-0.21 equals about 1.19 W/m2-K and passes. Ask the contractor to quote the metric value for each model so you do not have to convert.

Use BC Hydro's consumer guide

BC Hydro publishes a consumer guide for window and door replacement. It covers frame materials, glazing types and what to ask a contractor. Read it before you take quotes, so you can compare units on the same terms. The program only checks the U-factor, certification and installation rules, so the other choices are yours.

If your income is lower

FortisBC runs a free home evaluation and upgrade program for income-qualified customers, which can include insulation or heat pump upgrades. Ask about it before paying for any work.

How to claim in Kelowna

  1. Confirm your power bill says FortisBC.
  2. Get quotes that list the U-factor of each unit.
  3. Photograph the label on each unit.
  4. Keep the invoice and apply to FortisBC online.
  5. If your income may qualify, ask about the free program first.
