An Abbotsford 1970s house

A 1,200 square foot attic at R-16 brought to R-50 adds R-34. That pays 0.02 x 34 x 1,200 = $816. Filling 900 square feet of empty wall cavity with R-12 adds 0.09 x 12 x 900 = $972. The total is $1,788, by our arithmetic on the published formula.

Abbotsford's homes

The 2021 Census counted 53,235 households in Abbotsford. Of those, 15,445 (29%) live in homes built before 1981, and 6,070 are owner-occupied houses from that period. Single-detached houses are 37% of households, and 69% of households own. Another 29% live in apartments, which are outside this rebate.

The Fraser Valley cold

Abbotsford's average January low from 2015 to 2024 was 0.1°C and the coldest day was -18.3°C. Cold air can pool in the valley and outflow winds from the Fraser Canyon can drive wind chill. Drafty attics and leaky rim joists cost most on those nights, which is when a heating system works hardest.

Where to look first

Ask the contractor to check the attic hatch, the rim joist where the floor meets the foundation, and any exposed floor over a garage. These small areas often leak more than their size suggests, and they are each separate lines in the program. Keep each area's R-value on the invoice.

What 'Home Performance Contractor Network' means

BC Hydro requires an HPCN member for insulation. The network is run by an independent non-profit, the Home Performance Stakeholder Council. Members must have at least three years in business in BC, training, WorkSafeBC coverage and insurance, and there is no fee for a homeowner to use one. Check the contractor appears on the current registry before you sign, since a company that is not listed cannot file a rebate that BC Hydro will pay.

The rebate also cannot exceed the cost shown on the invoice, so a small job is paid at what you paid.

If your income is lower

BC Hydro sends income-qualified customers to the CleanBC Better Homes Energy Savings Program instead, and the two cannot be combined. The 2026 Energy Savings Program document does not list insulation or window rebates. The free Energy Conservation Assistance Program may include insulation, so ask there before paying for any work.

  • The home must be mainly electric-heated and at least 12 months old.
  • Only new insulation counts.
  • An HPCN member must install it, following the program's air sealing guide.
  • Apply within six months of the invoice date.
