Working it out

If a qualifying unit with installation costs $3,000, which is only an example, the $1,500 rebate leaves $1,500. If an Oregon store marks the same unit down by $600 and cancels the Clark rebate, you would pay $2,400 instead. Always compare the two totals on the final invoice.

Electric homes dominate Vancouver

The US Census Bureau's American Community Survey (2020 to 2024) says about 68 percent of Vancouver, Washington homes use electricity as their main heat. The survey does not count water heaters, but a home with electric heat often has an electric tank, so the group that can use this rebate is large. About 51 percent of households own their homes and 51 percent of homes are detached houses. Those are the homes where the owner can swap a tank. About 49 percent of households rent, and a renter needs the landlord to agree.

The Oregon store rule

Clark Public Utilities' page has a rule most utility pages do not. A heat pump water heater bought at a participating Oregon Lowe's or Home Depot gets an instant price cut because of a partnership between the Energy Trust of Oregon and Clark Public Utilities. The page says units bought that way are not eligible for the standard $1,500 rebate. We did not read the size of that markdown, so we cannot say which is better. Ask the store for the final price and compare it with the price after a $1,500 rebate.

What to ask your installer

Ask for a unit that is on the Tier 3 or Tier 4 list, because the rebate does not apply to a lower tier. Ask who removes the old tank, whether a permit is needed and whether the unit needs a condensate drain. A heat pump water heater pulls heat from the air around it, so ask where the cool exhaust air will go and how much room the unit needs. A good bid names the model, the installation work and the rebate. Call Clark's energy counselors at 360-992-3355 if the rules do not fit your house.

  1. Check that you are a Clark Public Utilities electric customer with an electric storage water heater.
  2. Choose a Tier 3 or Tier 4 heat pump water heater or a split-system unit.
  3. Decide between the utility rebate and any Oregon store markdown, since they do not combine.
  4. Install the unit and keep the invoice and model number.
  5. Apply to Clark Public Utilities for the rebate.
