Clark Public Utilities Home Rebates

Clark Public Utilities is the public utility in Clark County, which includes Vancouver, Washington. Its water heater rebate is the largest single appliance rebate among the Washington utilities we read, and its rebates favor homes heated with electricity.

What Clark Public Utilities pays in 2026

We read Clark Public Utilities' rebate overview, heat pump, water heater and weatherization pages on October 6, 2026. Most programs are for electrically heated homes. The heat pump rebate needs a contractor from the utility's own Contractor Network.

Heat pump water heater

For a Tier 3 or Tier 4 heat pump water heater replacing an electric storage water heater in an existing home. Split-system units also get $1,500. Stores in Oregon use a different markdown instead.

$1,000 replacing an electric forced-air furnace, $1,250 for a variable-speed unit, and $500 replacing another heat pump or electric zonal heat with a variable-speed unit. The heat pump must rate at least 7.5 HSPF2.

A quick example

A Vancouver, Washington home with an electric furnace and an electric tank water heater could use the $1,250 variable-speed heat pump rebate and the $1,500 water heater rebate, for $2,750 from Clark Public Utilities. Add a $140 smart thermostat and the total is $2,890 before any state help for lower-income households.

How windows and insulation pay

Clark pays windows and patio doors by area, not by the window. A window with a rating (U-factor) of 0.30 or lower earns $6.00 per square foot if the old one had a vinyl frame and $8.00 if it had any other frame. A window at 0.22 or lower earns $10.00 per square foot. For a window of 15 square feet, that means from $90 to $150 per window. Insulation pays $0.75 per square foot for floors that start at R-11 or less and for attics that start at R-19 or less, and $1.20 for walls that start with no insulation. Clark also offers income-qualified versions of some measures, which we did not read in detail.

Who can use these

Weatherization rebates are for electrically heated single-family and manufactured homes in Clark Public Utilities' service area. Multifamily buildings with five or more stacked units have their own program, and buildings with four or fewer units use the single-family rebates. The utility says to call an energy counselor at 360-992-3355 with questions. Clark Public Utilities also runs EV, new-home and manufactured-home programs that we do not cover here.

Cross-river shoppers

The heat pump water heater page has a rule specific to this area. Clark Public Utilities works with the Energy Trust of Oregon, and a heat pump water heater bought at a participating Oregon Lowe's or Home Depot gets a store markdown. Because of that, it is not eligible for the standard $1,500 rebate. Pick one route, and compare the final prices before you buy. A rebate check for the full amount can beat a markdown of a different size.

State help for lower-income homes

The City of Vancouver is listed by the Washington Department of Commerce as a partner for its home electrification rebates, with a $500,000 award for households at or below 150 percent of area median income. How to claim Clark Public Utilities rebates

  1. Confirm that Clark Public Utilities sends your electric bill and that your home heats with electricity.
  2. Call 360-992-3355 and ask an energy counselor which rebates fit your project.
  3. For a heat pump, hire a contractor in the utility's Contractor Network before you buy anything.
  4. For a water heater, choose between the utility rebate and any store markdown, because the store markdown cancels the utility rebate.
  5. Keep the invoice and model numbers and apply right after the work is done.
