What Burbank Water and Power pays
These figures come from the Electrify Your Home page of Burbank Water and Power (BWP), which we read on October 2, 2026. BWP says new construction does not qualify and that at least one new item must replace a gas-powered equivalent.
Standard rebate
Up to $2,500, for a heat pump HVAC system or mini-split replacing gas.
Low-income customers
Up to $5,000, for customers in the Burbank Utility Service Subsidy (BUSS) or Lifeline program.
Affordable housing providers
Up to $5,000, for providers serving low- or very low-income tenants that meet BWP's tests.
Panel upgrade with it
BWP says a panel upgrade cannot be claimed on its own.
Where the cap bites
At $1,000 per ton, a 2.5-ton system reaches the $2,500 cap. A 3-ton or 4-ton system earns the same $2,500, so the extra tons are not rebated. A low-income customer with a 3-ton system earns $3,000 and one with a 5-ton system reaches $5,000. Size the system for the house first, and do not buy a bigger unit because of the rebate.
The rule that decides whether you qualify
BWP's rebates are for electrification, not for upgrades in general. One new item on your project must replace a gas-powered equivalent, and the gas line has to be capped. A heat pump that replaces an old electric heater, or an air conditioner swap with no gas involved, does not meet that test. New construction does not qualify either. If you are not sure whether your project counts, ask BWP before you sign a quote.
Who has to do the work
BWP wants a licensed electrician to plan and install the work, including any panel or circuit upgrade and the capping of the gas line. The electrician must pull the permits and the installation must pass inspection from Burbank's Building and Safety Division. That is stricter than many utilities, so confirm early that your installer will work this way. A general handyman, or a homeowner doing the job alone, does not meet the program's steps.
BWP also asks for before and after photos of the old and new equipment, the nameplates with make, model and serial number, and a mark from a recognized testing lab such as UL or ETL. Take the photos on installation day.
Your utility: Burbank Water and Power
BWP is the city's own utility and it sets these amounts. Its standard $1,000 per ton, capped at $2,500, sits between Pasadena's $170 per ton (Pasadena) and Glendale's $1,000 per ton capped at $5,000 (Glendale). BWP's own site is clear that bigger incentives exist for income-qualified customers: enroll in BUSS or Lifeline before you apply, and note that BWP wants the enrollment approved within the past 18 months.

Climate and sizing in Burbank
Burbank's average January low over 2015 to 2024 was 8.4°C (about 47°F), with a coldest recorded day of -0.6°C. A standard heat pump handles that without a cold-climate rating. Where homeowners get caught is oversizing: because the cap is flat, a larger unit costs more and earns nothing extra above 2.5 tons. Ask your installer for a written load calculation and the tonnage they recommend.
Other money
The federal 25C and 25D tax credits ended for spending after December 31, 2025. Statewide heat pump help from TECH Clean California and the federal HEEHRA program is fully reserved and takes new requests on hold only. BWP points customers to the Home Energy Resource Hub and the Switch Is On site for anything else.
