A water heater swap pays $1,500. If the same electrician also replaces a gas dryer with a heat pump dryer, add $200, and if the panel needs work add $750. That is up to $2,450 for one visit, assuming each part meets BWP's rules.

It has to replace gas, and the gas has to come off

BWP's program is about electrifying. A heat pump water heater that replaces an electric tank does not meet the test, so the rebate depends on what is leaving the house. The installation has to include capping the gas line, and your electrician has to obtain every required permit and pass inspection from Burbank's Building and Safety Division. You send the finaled permits with your application, so a missing sign-off holds up the payment.

Compared with the neighbors

Glendale pays $4,000 for the same swap (Glendale water heater rebates), LADWP pays up to $2,500 in Los Angeles, and Pasadena pays $500 (Pasadena). Burbank's $1,500 is in the middle. BWP's utility sets its own list, so the one on your electric bill decides what you can claim.

Where the tank goes

With an average January low of 8.4°C in Burbank over 2015 to 2024, cold is not the problem for a heat pump water heater. Tight spaces are. The unit needs air to draw from and a drain for condensate, and it is usually taller than a gas tank. Ask the electrician to check the clearance before you buy, and ask for the model's noise rating.

How to claim the BWP rebate

  1. Confirm your current water heater runs on gas and that BWP is your electric utility.
  2. Hire a licensed electrician who will pull the permits.
  3. Take a before photo of the gas water heater, then have it replaced and the gas line capped.
  4. Photograph the new unit's nameplate with the make, model, serial number and testing-lab mark.
  5. After the installation passes inspection, send BWP the application, itemized invoice with proof of payment, a W-9 and the finaled permits.
