What Glendale Water and Power pays
These figures come from the Home Energy and Water Saving Rebates page of Glendale Water and Power (GWP), which we read on October 2, 2026. GWP says its updated amounts took effect November 1, 2025, and that funds are first come, first served. You must be a GWP customer, and the unit must be installed at a home GWP serves.
Replacing gas heating (or gas and electric HVAC)
Up to $5,000, paid as a check. Needs a finalized Building and Safety mechanical permit.
Replacing an existing heat pump
Up to $2,500, paid as a bill credit.
Panel upgrade with a heat pump
Only when paired with a heat pump or heat pump water heater. Needs a finalized electrical permit. Paid as a check.
Efficiency minimums
Plus ENERGY STAR and an AHRI certificate for the system.
What that looks like in dollars
A 3-ton system that replaces a gas furnace earns 3 x $1,000 = $3,000. A 5-ton system reaches the $5,000 cap. If the same job also needs a panel upgrade, add $1,000. Swapping one heat pump for a newer one pays 3 x $500 = $1,500 for 3 tons, as a bill credit, not a check. The second figure is much lower, so the difference between replacing gas and replacing a heat pump is worth confirming with your installer before you quote.
What GWP checks before it pays
The ratings come first. The system needs at least 15.2 SEER2 and 7.8 HSPF2, ENERGY STAR status, and an AHRI certificate that your installer can get for you. GWP allows one rebate per story every 10 years for a ducted or packaged unit and one per room every 10 years for a ductless mini-split. A home with two stories and a separate studio can use the allowance more than once, which is the practical difference between ducted and ductless here.
GWP also says rebates are not guaranteed until it verifies them, and that a rebate cannot exceed the purchase price. Ask your installer to write the tonnage and the AHRI number on the invoice so there is no question later.
Permits in Glendale
The $1,000 per ton amount needs a finalized Building and Safety mechanical permit. Glendale takes permits through its online Glendale Permits portal, and inspections are requested there after you log in. The City's permit services page lists the Permit Services Center at (818) 548-3200 for questions. The City adopted a new fee schedule on June 23, 2026, and some fees took effect July 1, so ask your installer for the current permit cost instead of an old quote.
A permit is not a formality for the rebate. If it is not finalized, GWP does not pay the larger amount. Ask your installer to schedule the inspection and to tell you when it passes.
Your utility: Glendale Water and Power
GWP is the City's own utility, and it sets these amounts itself. That is why Glendale pays several times what Pasadena does per ton (Pasadena pays $170, see Pasadena heat pump rebates) and more than Burbank, which caps its rebate at $2,500. If GWP serves your address you are in a good spot. GWP's customer service line on its rebate page is 855-550-4497.
The panel rebate matters too. Homes in older neighborhoods may need a bigger panel before a heat pump fits, and Burbank pays $750 toward a panel upgrade that comes with another measure, and Pasadena lists none, so GWP's $1,000 is the largest panel rebate we found nearby.
Climate and sizing in Glendale
Glendale's average January low over 2015 to 2024 was 8.1°C (about 47°F), and the coldest recorded day in that stretch was -0.1°C. That is mild enough that any heat pump meeting GWP's ratings will do the job, so you do not need to pay extra for a cold-climate model. Where money is lost is in oversizing. A unit that is too large costs more, short-cycles and earns the same rebate per ton only up to the cap. Ask your installer how they sized it, and ask for a load calculation, not a rule of thumb.
Federal and state money
The federal 25C tax credit ended for spending after December 31, 2025. Statewide heat pump help from TECH Clean California and the federal HEEHRA program is fully reserved and takes new requests on hold only. The Switch Is On California site lists more incentives you may qualify for, but GWP's rebate is the main one that is open for Glendale homes today.

- Add the panel upgrade rebate if the job includes one, with its electrical permit.
- Wait for GWP to verify. The larger rebate arrives as a check and the smaller one as a bill credit.
