What BC Hydro pays for insulation in Victoria

We re-read BC Hydro's insulation page on October 2, 2026. The rebate is for homeowners whose home is heated mainly by electricity. Gas-heated Victoria homes should look at FortisBC, which lists the same formula.

A crawlspace example

Many older Victoria houses sit over a crawlspace. Adding R-20 under 900 square feet of exposed floor pays 0.07 x 20 x 900 = $1,260, so the $1,000 cap applies. Topping up a 1,000 square foot attic by R-30 pays 0.02 x 30 x 1,000 = $600. Together that is $1,600 by our math on the posted rules.

Old houses, but a small share of them are owned

The 2021 Census counted 49,220 households in Victoria, and 31,310 of them (64%) live in homes built before 1981. That is the highest share in our BC list. But 70% of Victoria households live in apartments and 60% rent, so only 4,515 are owner-occupied single-detached houses from before 1981. Those are the households this rebate fits best. If you own a character house from the early or mid 1900s, you are in the group with the most to gain.

If you rent, the BC Hydro account holder applies, and anyone else needs that person's signed consent form. If you live in a condo, the Home Renovation Rebate does not cover you. BC Hydro runs a separate Condo and Apartment Rebate Program, so ask your strata council what it has used so far.

Mild winters change the math

Victoria is the warmest city on our BC list. The average January low from 2015 to 2024 was 3.0°C, and the coldest day was -10.6°C. Heating costs are lower here than in the Interior, so the dollar savings from insulation are smaller than in Prince George or Kamloops. The rebate still covers part of the job, and comfort improves in summer as well, because a well-insulated attic keeps afternoon heat out of the rooms below.

Crawlspaces and old rooflines

Older houses often have narrow attic spaces, finished roof lines or floors over crawlspaces. The program has a line for each: flat and cathedral ceilings, exposed floors, and basement or crawlspace walls. Ask for the R-value added in each area to be listed separately on the invoice, since each area has its own cap and its own minimum R-value.

Pest and mould problems must be dealt with before new insulation goes in. When old material is removed, BC assumes a starting R-value from the age of the home and pays on the difference.

What the program needs

  • A BC Hydro account, an electrically heated home at least 12 months old, and the account holder applying or signing a consent form.
  • A Home Performance Contractor Network installer.
  • An invoice that matches BC Hydro's sample, sent within six months.

How to claim in Victoria

  1. Confirm you own the house and your bill is from BC Hydro.
  2. Collect quotes that show the existing R-value, the R-value added and the area for each part of the house.
  3. After the work, keep the invoice and photos of the finished job for your own records.
  4. Apply online within six months of the invoice date.
  5. If you also plan a heat pump or windows, apply for all of them in one go to see about the bonus.

Common questions

Is insulation worth it in a mild city like Victoria?

The savings are smaller than in the Interior. The rebate still covers part of the cost, and older homes can feel the difference in comfort.

I live in a strata in Victoria. Can I use this?

Not this program. BC Hydro has a separate Condo and Apartment Rebate Program for unit owners.

How many Victoria households are in older houses they own?

In the 2021 Census, 4,515 households own a single-detached house built before 1981. Most of the other pre-1981 homes are rented or apartments.

Does the contractor need special training?

BC Hydro requires a member of the Home Performance Contractor Network for insulation.

Can I use FortisBC instead?

If you heat with natural gas, FortisBC lists the same formula for its gas customers. Use one program per upgrade.
