What BC Hydro pays for insulation in Nanaimo

The BC Hydro rebate is for homes heated mainly by electricity, and FortisBC lists the same formula for its gas customers. We re-read BC Hydro's page on October 2, 2026. The City of Nanaimo's loan is separate and works alongside either one.

City of Nanaimo loan

0% City loan

Up to $15,000, repaid on your property tax over ten years. Covers heat pumps, insulation, windows and doors, and solar.

Rebate plus loan

Say a 1,300 square foot attic at R-20 topped to R-50 costs $4,800. It adds R-30, so the rebate is 0.02 x 30 x 1,300 = $780. The $4,800 can be financed through the City's loan instead of paid up front, then repaid on the property tax bill over 10 years with no interest. The price is only an example, so get quotes. How the Nanaimo loan fits

The City of Nanaimo opened its zero-interest home retrofit loan in September 2026. Homeowners must have their property taxes in good standing and register with the free Home Energy Navigator first. The loan can reach $15,000 and is repaid through the property tax bill over 10 years. It can cover heat pumps, insulation, windows and doors, and solar. Ask the City how the rebate and the loan combine on one project before you sign, because a rebate paid after the work lowers the cost but does not change the loan schedule.

Nanaimo's homes in numbers

The 2021 Census counted 43,165 households in Nanaimo. Of those, 16,895 (39%) live in homes built before 1981, and 7,880 are owner-occupied detached houses from that period. Only 22% live in apartments and 67% own their home. About 5.2% say their home needs major repairs.

The mildest winters after Victoria

Nanaimo's average January low from 2015 to 2024 was 2.2°C, and the coldest day was -10.2°C. Heating loads are modest, so insulation here is partly about comfort and moisture. The Island's damp winters make air sealing and ventilation as important as depth of insulation. A contractor following the program's best-practice guide will cover both.

Which insulation to choose

BC Hydro accepts batts, loose fill, board and spray foam. Compare quotes by finished R-value rather than thickness. Rebates cannot exceed the cost on the invoice.

If your income is lower

BC Hydro sends income-qualified customers to the CleanBC Better Homes Energy Savings Program instead, and the two cannot be combined. The 2026 program document lists no insulation or window rebates, so for lower incomes the free Energy Conservation Assistance Program is the route to ask about.

Rules to check

  • The home must be mainly electric-heated and at least 12 months old for BC Hydro's version.
  • An HPCN member must do the work.
  • Apply within six months of the invoice date.
