What BC Hydro pays for insulation in Chilliwack
We re-read BC Hydro's insulation page on October 2, 2026. The rebate is for homes heated mainly by electricity. FortisBC lists the same formula for gas customers.
Attic
Capped at $900, at least R12 added.
Walls and basement
Capped at $1,200 each for wall cavity, sheathing, and basement or crawlspace.
Floors and other spots
Capped at $1,000, at least R20 added.

A Chilliwack rancher
A 1,400 square foot attic at R-20 topped to R-50 adds R-30. That pays 0.02 x 30 x 1,400 = $840. Add R-10 to 700 square feet of crawlspace wall for 0.09 x 10 x 700 = $630. The total is $1,470 by our arithmetic.
A city of detached houses
The 2021 Census counted 35,760 households in Chilliwack. Single-detached houses make up 54% of them, and 72% of households own their home. Of the households, 12,080 (34%) live in homes built before 1981, and 6,495 are owner-occupied houses from that era. Only 21% live in apartments.
Farms and outbuildings
Chilliwack has a lot of farmland. The rebate covers the home only, not barns, garages, workshops or other outbuildings, and the home must be a year-round primary residence at least 12 months old. A secondary suite in a detached house can qualify if it has its own meter.
The weather
Chilliwack's average January low from 2015 to 2024 was 0.2°C and the coldest day was -17.5°C. Winter is wet more than snowy, and cold outflow winds can drive the lows down. Insulation helps comfort and moisture control as much as the heating bill.
Which insulation to choose
BC Hydro accepts batts, loose fill, board and spray foam. A Chilliwack rancher with an open attic usually gets loose fill, which adds depth over the old layer. Closed walls are often filled by blowing material through small holes. Rigid board and spray foam suit basement walls and rim joists. Compare quotes by finished R-value, not by thickness, since each material carries a different R-value per inch.
The rebate cannot be more than the invoice shows you paid.
What 'Home Performance Contractor Network' means
BC Hydro requires an HPCN member for insulation. The network is run by an independent non-profit, the Home Performance Stakeholder Council. Members need three years in business in BC, training, WorkSafeBC and insurance, and homeowners pay no fee to use one. Check the current registry before you sign.
If your income is lower
BC Hydro sends income-qualified customers to the CleanBC Better Homes Energy Savings Program, and the two cannot be combined. That 2026 program document has no insulation or window rebates. The free Energy Conservation Assistance Program may include insulation, so ask there first.
If the BC Hydro account is held by a parent or a landlord, they must sign a consent form before you can apply.
Rules to check
- An HPCN member must install the insulation.
- Insulation must follow the program's best-practice guide for air sealing.
- The rebate cannot exceed what the invoice shows you paid.
- Apply within six months.
