What heat pump water heater rebates pay in Burnaby
We re-read BC Hydro's heat pump water heater page on October 2, 2026. BC Hydro and FortisBC pay only when you replace an electric water heater. Replacing a gas tank earns nothing from them, and the CleanBC amounts below are for income-qualified households only.
BC Hydro
For replacing an electric primary water heater with a heat pump model on NEEA's Tier 2 or higher list.
FortisBC
For replacing a standard electric storage tank with a high-efficiency heat pump water heater.
Income-qualified (CleanBC)
Level 1 households replacing a fossil-fuel or electric water heater. Level 2 gets up to $2,800 from electric. Applies to a primary water heater only.
More than one upgrade
BC Hydro adds a bonus when you finish more than one eligible upgrade.
A Burnaby townhouse
A townhouse with its own meter replaces an electric tank with an eligible heat pump model and earns up to $1,000. Adding a window replacement of 10 openings earns $1,000 more from windows, so the two together are $2,000 before any multi-upgrade bonus.
Who in Burnaby can use this
The 2021 Census counted 101,135 households in Burnaby. About 60% own and 53% live in apartments. In a strata building the water heater is often shared or owned by the corporation, and the Home Renovation Rebate does not cover condos. BC Hydro's Condo and Apartment Rebate Program includes heat pump water heaters, so check it if you own a unit. A detached house or townhouse with its own meter fits this page.
Gas tank or electric tank?
The rebate is only for replacing an electric water heater. If your tank runs on natural gas, BC Hydro and FortisBC do not pay for a switch to a heat pump model. Lower-income households can use the CleanBC Energy Savings Program, which pays up to $3,500 for Level 1 households converting from a fossil fuel. Only one primary water heating rebate is allowed per home across programs.
E-Plus customers and rate plans
If you are on BC Hydro's E-Plus rate, you can replace your space and water heating equipment without losing the E-Plus service, according to BC Hydro's page. Ask the contractor to confirm that with BC Hydro if your household is on a special rate. The only document the application asks for is the invoice, which makes this one of the simpler rebates to claim.
Questions to ask the installer
A heat pump water heater pulls warmth from the air around it, so where it sits matters. Ask the installer how much open space the model needs, how loud it runs, where the condensate drains, and what happens in a cold utility room. These are not program rules, but they decide whether you like the tank after the first winter. Get the answers in the quote.
Townhouses and their rules
Side-by-side row homes and townhouses qualify when each unit has its own electricity or gas meter. Homes with utility accounts in a strata corporation's name are not eligible. Ask your strata council whose name is on the BC Hydro account before you buy a tank.
