Which one applies to you

BWL says insulation rebates are for its residential electric customers who have central air conditioning or electric heat, including heat pumps and electric resistance heating. Consumers' chart is for its customers with the matching service, and gas customers get the larger amounts. Many Lansing homes have BWL electric and Consumers gas, so one project can fit both. Do not assume you can claim both on one measure. Ask each company.

Lansing's older homes

The Census Bureau's American Community Survey (2020 to 2024) says 79.5% of Lansing homes were built before 1980 and 24.5% before 1940. Utility gas heats 74.6% of homes. In those homes the attic is the first place to look, then the rim joist.

Start with air sealing

Insulation works best after the leaks are sealed. A blower door test before and after shows how much air you stopped. BWL pays $50 when leakage drops by 30%, and the same test records can support other applications. Ask your contractor to seal the attic floor before adding material, since warm air that leaks into the attic can waste the new insulation.

Renters and small buildings

46.2% of Lansing households rent, and 7.5% of homes are in buildings of two to four units. Consumers covers buildings with fewer than three units, and BWL's form is for the residential electric account holder. A tenant who pays the bills still needs the landlord's written approval to change the building.

Rules to check

BWL needs a detailed invoice that names the type of insulation, the R-value installed and the square feet covered. Consumers needs a participating contractor and wants the paperwork filed by December 31. Read each form before you sign, because a missing R-value on an invoice can sink an application.

Free help

If your household income is at or below 200% of the federal poverty level, Michigan's weatherization program installs insulation and air sealing at no cost through local agencies. Michigan's MiHER program, which can pay more, is paused for new income-qualified applications in the Lansing district.
