What Glendale Water and Power pays
These figures come from GWP's Home Energy and Water Saving Rebates page, which we read on October 2, 2026. You must be a GWP customer, and the heater must go in a home GWP serves.
Heat pump water heater
For a limited time. It must replace a gas water heater and meet current ENERGY STAR guidelines. Paid as a paper check.
Panel upgrade with it
Only when paired with a heat pump water heater or heat pump HVAC. Paid as a check.
Gas to electric dryer, same project
A heat pump dryer replacing a gas dryer. An electric dryer pays $200.
Limit
Per customer at the same residence.
What the whole project can earn
A gas water heater swap pays $4,000. If the work needs a bigger panel, add $1,000. If the same crew also moves the gas dryer to a heat pump dryer, add $400. That is up to $5,400 on a project where the water heater alone covers a large part of the cost. The amounts are time-limited, so check GWP's page the day you apply.
The permits GWP requires
GWP wants two finalized permits for the water heater: a Building and Safety gas capping and fuel switching plumbing permit, and an electrical permit. The gas line has to be capped properly, not just disconnected, and the City inspects it. Glendale takes permits through its online permits portal, and the Permit Services Center at (818) 548-3200 can answer questions. Ask your installer to handle both and to confirm the inspections pass.
This is the step that delays most projects. If your installer has not done a gas-to-electric swap in Glendale before, ask them to describe the permit steps before you hire them.
Why it must replace gas
GWP says the existing heater must be natural gas. An electric tank replacement does not qualify, which is different from Pasadena's $500 rebate (Pasadena water heater rebates), where the page does not tie the amount to gas. Burbank also requires gas at $1,500. If your old tank is electric, Glendale's rebate does not apply to you.
Where it does apply, the amount is large enough to change the numbers on an installation quote, and a heat pump water heater costs more than a gas one to install.
Your utility: Glendale Water and Power
GWP is the City's own utility, so it also sets what the new heater costs you to run. A heat pump water heater uses electricity, so ask GWP's customer service at 855-550-4497 how the added load will show on your bill. GWP also lists a $1,000 electric panel upgrade rebate for homes that need more capacity, which is useful if an older panel is full.
Space, noise and the unit itself
Glendale's average January low over 2015 to 2024 was 8.1°C, so a cold garage is not a worry in winter. The usual trouble is the opposite: a tight closet that gets warm and starved of air. A heat pump water heater needs room to draw air and a place for condensate to drain. These tanks are usually taller than a gas tank, so measure the ceiling. Ask the installer for the model's noise rating, or to let you hear one running.
Federal and state money
The federal 25C tax credit ended for spending after December 31, 2025, so do not count it. State help from TECH Clean California and the federal HEEHRA program is fully reserved and takes requests on hold only. For most Glendale households the GWP amount is the only large incentive available for a water heater today.

- Add the panel upgrade and dryer rebates if they were part of the project.
