How much you get
Enbridge Gas serves most of Guelph's natural gas, and Alectra Utilities is the local electricity provider (Alectra took over when Guelph Hydro merged in on January 1, 2019). Which rebate tier you land in depends on what you're switching from, not which utility serves you.

Guelph's own top-up: up to $15,000 more
Separately from the provincial rebate above, the City of Guelph runs its own Guelph Greener Homes program (guelph.ca/living/environment/energy/guelph-greener-homes). Its income-tested grant stream covers up to $15,000 toward an air source heat pump for qualifying low-income households, on top of the provincial rebate above. The program's separate zero-interest loan (up to $50,000, usable for a heat pump among other upgrades) is currently waitlist-only, since the City says its funding is almost all committed. Reach the program directly at [email protected] or 519-822-1260 ext. 3984 to check current status.
What you'll actually save each month
Old paperwork around Guelph may still say "Guelph Hydro," but whichever name is on your bill, the per-kWh price isn't set locally — it's the Ontario Energy Board's provincial Regulated Price Plan, the same rate every Ontario homeowner pays regardless of utility.
- Electricity (OEB RPP, Nov 2025–Oct 2026): time-of-use customers see 9.8¢/kWh off-peak, 15.7¢/kWh mid-peak, 20.3¢/kWh on-peak, averaging 12.8¢/kWh; tiered customers pay 12.0¢/kWh then 14.2¢/kWh past the threshold. (See the official OEB report →)
- Natural gas (Enbridge): genuinely different by delivery zone and reset every quarter — no single number is honest to quote. (Check the current rate for your zone →)
With Guelph's winters running a notch colder than the GTA's, the coefficient of performance is the number that actually matters: a cold-climate heat pump still delivers 2.5 to 3.5 units of heat for every unit of electricity it uses even in sub-zero weather, which is why it keeps beating electric resistance heat outright through a full Guelph winter, not just on the mild days.

Common questions
How much is the heat pump rebate in Guelph?
It depends on your current heating fuel. Enbridge Gas customers get up to $2,000 for an air-source heat pump or $3,000 for ground-source. If you heat with electric, oil, propane, or wood, you get up to $7,500 (air-source) or $12,000 (ground-source). This is the same structure across all of Ontario. Guelph households that also qualify for the city's income-tested Guelph Greener Homes grant can add up to $15,000 more toward an air source heat pump.
Is Guelph Greener Homes still funding heat pump upgrades?
The grant stream — up to $15,000 toward an air source heat pump for qualifying low-income households — is still open. The separate zero-interest loan is waitlist-only right now because the City says its funding is almost all committed. Contact [email protected] or 519-822-1260 ext. 3984 to check current status before planning around either piece.
You may still see "Guelph Hydro" on old paperwork: here's why
As the local-context note above mentions, Guelph Hydro merged into Alectra Utilities on January 1, 2019, so the name on your bill has likely already changed even if the old signage or an old contractor's paperwork hasn't caught up. Either way, none of it touches your rebate amount, which is fixed by the province. The practical utility contact today is Alectra, whether for panel-capacity questions during an install or for confirming your account details before an installer submits anything on your behalf. We haven't found an Alectra-specific top-up on the provincial heat pump rebate for Guelph accounts.
Guelph's winters run a notch colder than the GTA's
Over 2015-2024, Guelph averaged a January low of -9.3°C, a couple of degrees colder than Toronto over the same window, which tracks with Guelph sitting further from Lake Ontario's moderating effect. The coldest single night measured was -30.8°C. A cold-climate heat pump, the tier required for the rebate above, is rated to keep pulling heat efficiently to around -25°C or lower, so Guelph's rare extreme nights push past that threshold. That's worth knowing, though still not a reason to avoid the switch.
