How much you get
Both tiers apply the same way to every Guelph home regardless of which utility serves you. The assessment-required tier needs a home energy assessment (about $600, refunded as part of the rebate) and at least two qualifying upgrades to unlock.
Attic insulation (no assessment)
Scales with starting R-value: up to $1,250 from ≤R-12, $1,000 from R-12–25, $800 from R-25–35.
Exterior wall (assessment-required)
To at least R-20 across 100% of exterior wall area.
Foundation / basement wall
Plus basement slab (up to $500) and foundation header (up to $300) as separate smaller measures.
Crawlspace
Crawlspace wall up to $1,200, plus crawlspace ceiling up to $1,200.
Exposed floor
Flat rebate, part of the assessment-required tier.
Attic insulation (bundled into assessment tier)
Same attic work pays more here than on the no-assessment path; cathedral ceiling/flat roof up to $780.
The assessment-required tier pays more for the same attic work
If you're already booking a home energy assessment (~$600, refunded as a rebate) for other upgrades, do your attic insulation through the assessment-required tier instead of the simpler no-assessment path, it pays up to $1,500 for attic and $780 for cathedral ceiling/flat roof, versus $1,250 on the simpler path. Guelph Greener Homes' zero-interest loan (up to $50,000) can also finance insulation work, but the City says loan funding is currently almost all committed and new applicants go on a waitlist, check [email protected] before planning a budget around it.

Local context
Utilities: Alectra Utilities (electricity) and Enbridge Gas (natural gas). Alectra took over Guelph's electricity system when Guelph Hydro merged in on January 1, 2019.
Typical heating: Mostly natural gas, which affects which heat pump tier a household lands in.
Permits & timeline: 6–10 weeks quote to installation for solar, faster for a heat pump swap. City building permit and ESA electrical inspection where required.
Common questions
How much is the insulation rebate in Guelph?
It depends which path you take. Without an assessment, attic insulation alone pays up to $1,250, scaled by your starting R-value. With a home energy assessment (about $600, refunded) and two or more qualifying upgrades, you unlock a larger tier: exterior wall up to $3,600, foundation/basement wall up to $1,500, crawlspace up to $2,400, exposed floor $300, and attic insulation bundled in pays up to $1,500 instead of $1,250.
Can Guelph Greener Homes help pay for insulation?
Its zero-interest loan (up to $50,000) can finance insulation work, but the City says loan funding is almost all committed right now and new applicants are on a waitlist. A separate income-tested grant stream is still open for other upgrades, contact [email protected] or 519-822-1260 ext. 3984 to check current status.
Guelph Hydro's role: not the rebate, but the electrical sign-off
Don't expect Guelph Hydro to be the one writing your insulation cheque, that money comes from the province regardless of who's on your utility bill. What Guelph Hydro actually controls is your home's electrical service capacity, and that becomes relevant fast if your contractor pairs the insulation job with air sealing equipment or a ventilation fan that draws more power than your panel was built for. If Guelph Greener Homes' loan waitlist pushes you toward doing insulation on its own first, it's still worth a call to Guelph Hydro to check whether they run any incentive that stacks with the provincial amount, utilities change these without much notice.
Guelph's 10-year winter average, and why it sets your payback clock
Insulation rebates exist because heat escapes faster the bigger the temperature difference between your living room and the outside air, and Guelph's data gives you the real number to work with: -9.3°C average January low across 2015-2024, with one recorded night as cold as -30.8°C. That's not an extreme Ontario climate by provincial standards, but it's cold enough that an under-insulated attic or wall is still leaking real money most winter nights, not just during the rare cold snap, which is exactly the gap this rebate is designed to help close.
