What insulation rebates pay in Allentown

Attic insulation
The higher amount is for customers who qualify for PPL's enhanced offers. The new R-value must be higher than the old one.
Exterior wall insulation
Same two levels as attic insulation.
Rim joist insulation
The band where the house sits on the foundation. A common leak in basements.
Basement wall insulation
Needs at least R-15 continuous or R-19 cavity insulation. Basement spaces count only if they are permanent living space.
Air sealing
Paid at $0.25 for each CFM of air leakage you remove, with pre and post blower door tests, a 10% minimum improvement and a $25 minimum rebate.
Working it out
Say your air sealing cuts leakage by 400 CFM. At $0.25 per CFM that is $100, which is above the $25 minimum and below the $150 cap. Add attic insulation and the standard level pays up to $200 more. Each item is "up to", and PPL says each pays 75% of the project cost at most, so a cheap job can earn less than the headline amount.
Who can claim: the heating rule
PPL pays only for rooms that are permanent living space and are conditioned by an electric heat source, or by central air conditioning where the heat is not electric. Workshops, garages, crawl spaces and outbuildings do not count, and neither does new construction. In Allentown, where 39.5% of households heat with electricity and 44.2% with gas, that matters. A gas-heated house with central A/C can qualify. A gas-heated house with no central A/C probably cannot, so check before you hire.
Why insulation matters in Allentown
Allentown's homes are old. The US Census Bureau's American Community Survey (2020 to 2024) shows 82.1% of homes were built before 1980, and 37.9% before 1940. Homes from that era were often built with little or no insulation in the walls and a thin layer in the attic. Many have had some work since, but plenty have not.
How you heat matters too. 39.5% of Allentown households heat with electricity and 14.1% with fuel oil. Both are costly ways to heat a leaky house. Insulation and air sealing cut the heat you need, whatever the fuel.
Rowhouses and twins
36.0% of Allentown homes are rowhouses or twins. Shared walls already block a lot of heat loss, so the attic, the front and back walls, and the basement rim joist do most of the leaking. That is good news: those are exactly the three insulation jobs PPL pays for.
Seal first, then insulate
Air sealing stops warm air from escaping through gaps. Insulation slows heat moving through solid surfaces. Doing them in that order matters, because insulation laid over open gaps lets air keep leaking through. A good contractor will seal the attic floor before adding insulation on top.
The enhanced offer
PPL's store notes that some customers qualify for larger rebates and free extra services based on income. The $500 level for insulation is one of those. Run PPL's Check Best Offers questions before you book work, since free services could cover part of the job.
Where to start in your own home
On a cold day, walk your house. Drafts at outlets on outside walls, a cold floor over the basement, and ice dams or bare spots of snow on the roof all point to heat leaking out. The attic is usually the cheapest place to start, because it is easy to reach and warm air rises straight into it. Hollow walls in many older homes can also be filled with blown-in insulation through small holes, without opening the walls.

How much does PPL pay for insulation in Allentown?

Can I do the work myself?
