What insulation help exists in Syracuse

NYSERDA Comfort Home
Seal and insulate packages through a Comfort Home contractor. Add $2,000 for ENERGY STAR windows after sealing and insulation.
EmPower+ low income
No-cost efficiency work for income-eligible owners and renters of 1 to 4 family homes.
EmPower+ moderate income
Plus up to $1,600 from federal HEAR money for air sealing, insulation and ventilation.
National Grid health and safety
No-cost home safety repairs for EmPower+ eligible National Grid customers, after a free assessment.
Whole Home Electrification
National Grid invites a small number of upstate customers in select communities. You cannot apply.
Working it out
A Syracuse homeowner over the EmPower+ income limit does a Comfort Home Better package: $3,000 off. A year later they add a heat pump and remove the old system. Because they went through Comfort Home, NYS Clean Heat pays National Grid's Weatherized Tier: $12,000 instead of $7,000. The insulation job earned $3,000 directly and $5,000 more on the heat pump.
What Syracuse homes look like
The US Census Bureau's American Community Survey (2020 to 2024) counts about 67,600 homes in Syracuse. 86% were built before 1980 and 43% in 1939 or earlier. 41% are single detached houses and 27% are in buildings of 2 to 4 units. About 42% of households own their home.
The heating mix is what sets Syracuse apart. 69% of homes heat with piped gas, but 25% heat with electricity. In Buffalo that figure is 10%.
Why electric heat changes the math
Electric resistance heat, like baseboards, is one of the most costly ways to heat a home in upstate New York. Every bit of heat that leaks out of an attic or around a rim joist is heat you paid full electric price for. So sealing and insulating a home with electric baseboards usually pays back faster than the same work in a gas-heated home.

Gas-heated homes
National Grid has closed its gas rebate program (HEHE) and its in-store rebates. So if you heat with gas and are over the EmPower+ income limit, Comfort Home is your main source of help. It is open to any income through a participating contractor.
Renters
Most Syracuse households rent. Income-eligible renters of 1 to 4 family homes can use EmPower+ with their landlord's okay. If your apartment has electric baseboard heat and you pay the bill, it is worth asking your landlord to apply. They get the work done, and you get lower bills.
How to get insulation help in Syracuse
- Check EmPower+ income limits for Onondaga County.
- If you qualify, apply on NYSERDA's MyEnergy portal for a free assessment.
- If not, check Comfort Home eligibility in the same portal and pick a contractor from the county list.
- Ask for the whole package price. The home must meet every part of the package to earn the incentive.
- Keep the paperwork for the Clean Heat Weatherized Tier.
Common questions
How much does Comfort Home pay in Syracuse?
$2,500 for the Good package, $3,000 for the Better package, and $2,000 more for windows after sealing and insulation. A second package later can get $1,000 within a year or $2,000 after a year.
Can I get National Grid's Whole Home Electrification help?
Only by invitation. National Grid says it is offered to a small number of customers in select upstate communities.
Is insulation free for low-income Syracuse families?
