Local programs in Windsor
ENWIN Utilities (electricity) and Enbridge Gas (natural gas) don't run an insulation-specific rebate outside HRSP. Windsor's R-DEER loan program explicitly names insulation as one of the deep-retrofit measures it's designed to cover, which would be useful once it opens — but the City hasn't started taking applications yet. Insulation work rarely touches your electrical panel the way a heat pump or an EV charger install does, so Enwin Utilities plays a smaller role here than it does on those other rebate pages, the HRSP amounts above are set provincially and Enwin billing you for power doesn't change a dollar of what you're eligible for. The one place it can still matter is air sealing done alongside insulation: if a contractor is running new venting or touching anything electrical in the attic, Enwin is the name on the permit call. We haven't found an Enwin-specific top-up for insulation the way some Ontario utilities run for other categories; if one shows up, it'll get added here.
Why Windsor's climate makes this upgrade pay off faster
An uninsulated attic or wall doesn't know what season it is, it leaks heat at a rate that scales directly with how big the gap is between inside and outside temperature. Windsor sits on the milder end of Ontario's winters, but "milder" is relative: a -6.2°C average January low over the past decade (2015-2024), with a recorded low of -28.0°C, is still enough cold to make an under-insulated house burn through gas or electricity all winter. That's the whole logic behind why the rebate exists, every degree of that gap you close with insulation is a degree the furnace or heat pump doesn't have to fight, month after month, for as long as you own the house.
