If you heat with electric, oil, propane, or wood, you get up to $7,500 (air-source) or $12,000 (ground-source). This is the same structure across all of Ontario.

Is a heat pump worth it in Vaughan's winters?

Yes, as long as you get a cold-climate model, which the rebate requires anyway. Ontario winters regularly dip below -15°C, but modern cold-climate heat pumps keep working well past -25°C.

Alectra Utilities: one of Ontario's biggest, and Vaughan is part of it

Vaughan's electricity comes from Alectra Utilities, formed when several GTA-area utilities (including the old PowerStream and Enersource) merged into one of the largest utilities in Ontario. That scale doesn't change your rebate math — the numbers above are set provincially — but it does mean Alectra has more staff and more standardized processes for things like panel-capacity approvals than a small single-city utility does, which some Vaughan installers say cuts down on paperwork delays. We haven't found an Alectra-specific heat pump top-up beyond the provincial program; ask them directly if you want to be sure nothing's changed since this was last checked.

Vaughan's winters, by the numbers

Ten years of actual weather data (2015-2024) puts Vaughan's average January low at -8.6°C, a full degree colder than Toronto just to its south, consistent with how quickly Ontario's winters sharpen as you move away from Lake Ontario's shoreline. The coldest night in that stretch hit -27.5°C. A cold-climate heat pump is built to keep working efficiently well past that mark, down around -25°C or lower, so Vaughan's rare extreme-cold nights are close to but still within what a qualified unit is designed to handle.
