What insulation rebates are available in Toronto?
The province-wide Home Renovation Savings Program covers attic, wall, and basement insulation, plus air sealing, as part of a broader retrofit, the same structure every Ontario city works from, with amounts scaled to the scope of work. In a lot of Toronto's older housing stock, that scope ends up bigger than homeowners expect once a contractor actually opens up a wall.
Do I need an energy audit first in Toronto?
Yes, a pre-retrofit home energy assessment is mandatory before any insulation work qualifies, and it's what lets the auditor confirm the improvement afterward. For pre-1980 Toronto homes especially, that audit is also usually the first time anyone's actually measured how much heat the house is losing, rather than just guessed.
Toronto Hydro won't set your rebate, but it's still worth knowing
As Canada's largest municipal electric utility, Toronto Hydro serves close to a million customers across the city, but none of that scale changes what you get for insulation, the amounts on this page come from the province, identically whether you're in a semi in the Beaches or a bungalow in Etobicoke. Where Toronto Hydro actually comes up is if your home also has older wiring: contractors doing wall or basement insulation sometimes uncover knob-and-tube while opening up cavities, and that's a Toronto Hydro service-capacity conversation, not an insulation-rebate one. Nothing we've found suggests Toronto Hydro runs its own insulation incentive on top of the provincial program.
Toronto's winters are the mildest of the cities we cover in this province, and that still adds up
At an average January low of -7.1°C and a 10-year (2015-2024) record of -25.1°C, Toronto sees a gentler winter than most of Ontario, which is part of why this city's insulation payback looks less dramatic on paper than Thunder Bay's or Timmins's. But "mildest in the province" still means five months a year of a furnace fighting a real temperature gap, and older Toronto housing stock, a lot of it pre-1980, routinely has thinner attic and wall insulation than what these rebates target. The heat-loss math is the same principle everywhere: less insulation, more heat escaping, higher bills, however cold it happens to get outside.
