Scales with starting R-value: up to $1,250 from ≤R-12, $1,000 from R-12–25, $800 from R-25–35.

Same no-assessment path as attic insulation.
Assessment-required tier
This tier needs a home energy assessment (about $600, refunded as a rebate) and at least two qualifying upgrades, plus an extra $500 bonus for completing three or more.
Exterior wall
To at least R-20 across 100% of exterior wall area.
Foundation / basement wall
Plus basement slab (up to $500) and foundation header (up to $300) as separate sub-categories.
Crawlspace
Crawlspace wall up to $1,200 plus crawlspace ceiling up to $1,200, as two separate measures.
Exposed floor
Attic insulation (bundled)
Pays more than the no-assessment path if bundled into this tier.
Cathedral ceiling (bundled)
Also pays more than the no-assessment path when bundled here.
Same work, bigger cheque if you bundle
Attic and cathedral ceiling insulation are available without an assessment, but the identical work pays more — $1,500 for attic, $780 for cathedral ceiling — if you route it through the assessment-required tier alongside another upgrade.
How to claim it
- For the assessment-required tier, book a home energy assessment first
- Complete the eligibility form on the Save on Energy portal
- Select a participating insulation contractor
- Get pre-installation approval before work starts
- Installation is completed and, if applicable, a post-assessment is done
- Rebate cheque arrives within 60 days of approval

Where Thunder Bay Hydro fits in
Insulation is one of the few upgrades on this site that mostly bypasses your electric utility entirely, you're not adding a new appliance or a bigger electrical draw, you're stopping heat from leaking out through the walls and roof. So Thunder Bay Hydro doesn't set your rebate amount and won't need to sign off on the job the way it might for a heat pump panel upgrade. The one place it's relevant is your bill afterward: if any of your heating runs on electric baseboards, Thunder Bay Hydro is who you'll see the drop reflected with once the insulation's in. We haven't come across a Thunder Bay Hydro-specific insulation top-up beyond the provincial program, if one shows up, we'll add it here.

Thunder Bay's 10-year record (2015-2024) shows an average January low of -14.2°C and a coldest night of -31.9°C, a wider gap between inside and outside than most of southern Ontario ever sees, which is exactly the condition that makes an insulation upgrade earn back its cost quicker. The rebate amounts on this page are the same province-wide, but the monthly heating-bill savings from closing that gap tend to show up faster here than they would in a milder city.
