How much you get
Free (income-qualified) or up to $5,000 (up to $10,000 for moderate-income homes) — Income-qualified CBRM households get insulation and air sealing installed at no cost through HomeWarming, a direct-install program rather than a rebate you claim after paying. Everyone else can claim up to $5,000 (up to $10,000 for moderate-income homes) through Efficiency Nova Scotia's standard Home Energy Assessment pathway, with the higher end reserved for moderate-income households.
A lot of Cape Breton's housing stock predates modern building codes, particularly in the older coal- and steel-town neighbourhoods around Sydney and Glace Bay, where uninsulated walls and attics are common in homes built before the industry's decline. That makes the free HomeWarming pathway especially relevant here — it's worth checking your eligibility before assuming you'd have to pay out of pocket.
Installers
Insulation installers in Cape Breton
We're still building our verified installer network in Cape Breton Regional Municipality. We haven't confirmed local insulation contractors here the way we have for Halifax, so we're not going to invent listings. Browse our full Nova Scotia directory to find someone serving your area, and check that whoever you hire is an Efficiency Nova Scotia-approved contractor before signing anything. The CBRM municipal site lists building permit requirements for structural insulation work, worth a check if your project touches more than the attic or crawlspace.

Common questions
Is insulation free in Cape Breton?
It can be, for income-qualified households, through HomeWarming's direct-install program — the crew does the work and there's no rebate to claim afterward. Homeowners who don't qualify by income can still get up to $5,000 (up to $10,000 for moderate-income homes) through Efficiency Nova Scotia's standard Home Energy Assessment pathway.
Does CBRM run its own insulation program?
No. Cape Breton Regional Municipality doesn't fund a separate insulation or air-sealing rebate. Every figure above comes from the province-wide Efficiency Nova Scotia programs, the same ones available to homeowners anywhere else in Nova Scotia.
Your utility: Nova Scotia Power
Nova Scotia Power serves Cape Breton the same as it does the rest of the province, and it doesn't run its own insulation incentive on top of what Efficiency Nova Scotia already funds. It's still who to call about service capacity if an electrical upgrade rides along with your insulation project.
What Cape Breton's coastal winters mean for this upgrade
Cape Breton's average January daily low has run -6.2°C over the last 10 winters (2015-2024), with a coldest recorded day of -28.2°C in that period. The island's older housing stock, much of it built through the coal and steel industry decades in towns like Sydney and Glace Bay, tends to have thin or missing wall insulation by today's standard, which is exactly the gap Efficiency Nova Scotia's assessment pathways are designed to close.
