Saskatchewan: the only F
This isn't close. There is currently no heat pump rebate in Saskatchewan. SaskPower's Home Efficiency Retrofit Rebate covers building-envelope work — windows, doors, insulation — up to $1,800, but heat pumps are explicitly excluded. A Saskatchewan homeowner replacing a gas furnace with a heat pump gets essentially the same government support as someone who does nothing.
Nova Scotia: the biggest fall
No province dropped further, faster. Nova Scotia's heat pump program had a genuine claim to "most generous in Canada." The core Home Heating System Rebates Program closed to new applicants December 31, 2025. The federal OHPA top-up closed July 2, 2026. What survives — the Oil to Heat Pump Affordability Program, up to $5,000 for any homeowner, $15,000 for moderate-income households — is real, but a fraction of what the province used to offer.
Quebec: the grade nobody expected
Quebec's solar rebate pays $1,000/kW up to 20kW — a 10kW system nets roughly $10,000, double BC's flat $5,000. Heat pumps through LogisVert go up to $10,000 for geothermal. The only reason Quebec isn't #1: it's split across two programs (Rénoclimat and LogisVert) with different rules, and Bill 96's French-language requirement means almost no English-language rebate content covers it — so most homeowners never hear these numbers.
